An overarching conclusion of Nordic Marina’s work in the past three years reveals that the global, and indeed the Nordic shipping and maritime industries, are already boldly moving ahead with regard to emissions reduction, boasting numerous innovative and successful projects contributing toward this goal. In order to take major steps forward, involvement from the government side is needed and currently lacking. There are barriers that industry and government must work on collectively, potentially via joint public-private partnerships. Commitment for the long term is essential, in addition to the demand for strengthening infrastructure and a reliable supply chain to support new fuels. Furthermore, the socio-economic benefits of emissions reduction and the applications of alternative fuels appear to be obscure. The bottom line is this: the time for action is now, for all of us.

In 2018, the International Maritime Organization (IMO) announced the first sector-wide emission reduction target for international shipping: to limit emissions by at least 50% by 2050 compared to 2008. The roadmap to achieve this goal is the Initial IMO Strategy on Reduction of GHG Emissions from Ships, which proposes implementation measures for the short-term (2018-2023), mid-term (2023-2030) and long-term (beyond 2030). This article examines one of each type of candidate measures, notably National Action Plans, market-based mechanisms and alternative fuels, all of which are central to the implementation of the Initial Strategy due to their significant practical impact. We argue that National Action Plans, although not a suitable tool to tackle 'international' shipping emissions, can play a key role in mobilizing capacity and resources, and directing national action. In relation to market-based mechanisms, we find that a carbon tax might be a more efficient way to incentivize emissions reductions, when compared to emissions trading. Yet ultimately, the sector's decarbonization can only be truly achieved with zero-carbon fuels that are safe for human health and the environment. We explore the considerable barriers to the development and use of these fuels and consider how leading shipping companies and financial sector are beginning to shift capital and resources to this challenge, spurred by the new IMO targets and understandings of climate-related financial risks and opportunities.

In 2018 the Nordic Council of Ministers published a report urging more Nordic cooperation on environment and climate. The report proposes 12 recommendations, whereof more active sharing of knowledge and experience with green public procurement. The aim of this project was to develop cooperation between large Nordic cities in the form of a public buyer's network. The network was to conduct market dialogues on a selected area and promote environmental solutions. Gathering public contracting authorities with the same need and then challenge the market together is an effective way to create a larger market for newly developed solutions. International shipping is currently at a crossroads. The decision of the International Maritime Organization (IMO) in April 2018 to adopt an Initial Strategy so as to achieve by 2050 a reduction of at least 50% in maritime greenhouse gas (GHG) emissions vis-à-vis 2008 levels epitomizes the last among a series of recent developments as regards sustainable shipping. It also sets the scene on what may happen in the future. Even though many experts and industry circles believe that the IMO decision is in line with the COP21 climate change agreement in Paris in 2015, others disagree, either on the ground that the target is not ambitious enough, or on the ground that no clear pathway to reach the target is currently visible. This book takes a cross-disciplinary view of the various dimensions of the maritime transportation sustainability problem. “Cross-disciplinary” means that a variety of angles are used to examine the book topics, and these mainly include the technological angle, the economics angle, the logistics angle, and the environmental angle. The book reviews models that can be used to evaluate decisions, policy alternatives and trade-offs. For sustainable shipping, a spectrum of technical, logistics-based and market based measures are being contemplated. All may have important side-effects as regards the economics and logistics of the maritime supply chain, including ports and hinterland connections. The objective to attain an acceptable environmental performance, while at the same time respecting traditional economic performance criteria so that shipping remains viable, is and is likely to be a central goal for both industry and policy-makers in the years ahead. At the same time, policy fragmentation is likely to create distortions of competition and sub-optimal solutions. These include a general view of maritime transport sustainability, green ship technologies, information and communication technologies (ICTs) for sustainable shipping, green tramp ship routing and scheduling, green liner network design and speed optimization.
