Excerpt from Uniform Regulations, United States Marine Corps: Together With Uniform Regulations Common to Both U. S. Navy and Marine Corps; Headquarters United States Marine Corps, 1912 The changes necessary to make former uniform and equipment of officers conform thereto will be made as soon as practicable and be completed not later than January 1, 1914, after which date uniform or equipment that does not conform to these regulations shall not be worn; except that officers who now have cloaks or capes in proper condition and a few inches shorter than required by these regulations, but otherwise in accordance therewith, may continue to wear them after that date. The overcoat and the winter field uniform therein prescribed will be provided by officers as soon as practicable, and not later than Jan uary 1, 1914. The issue of the overcoat and the winter field uniform to the enlisted men of the Marine Corps and the necessary alterations in their dress uniforms will be made as soon as practicable.
