In order to understand the Pakistani state and government's treatment of non-dominant ethnic groups after the failure of the military operation in East Pakistan and the independence of Bangladesh, this book looks at the ethnic movements that were subject to a military operation after 1971: the Baloch in the 1970s, the Sindhis in the 1980s and Mohajirs in the 1990s. The book critically evaluates the literature on ethnicity and nationalism by taking nationalist ideology and the political divisions which it generates within ethnic groups as essential in estimating ethnic movements. It goes on to challenge the modernist argument that nationalism is only relevant to modern-industrialised socio-economic settings. The available evidence from Pakistan makes clear that ethnic movements emanate from three distinct socio-economic realms: tribal (Baloch), rural (Sindh) and urban (Mohajir), and the book looks at the implications that this has, as well as how further arguments could be advanced about the relevance of ethnic movements and politics in the Third World. While studying the effect of social organization of ethnic groups on public goods outcomes, I compare districts that vary in tribalism, and hence internal hierarchy, in Balochistan. I find that though public goods such as health are not strongly correlated with tribalism, there is emerging evidence that education outcomes are better in less tribal districts. This is consistent with theories that suggest that education politicizes individuals and is more threatening to asymmetric power structures. Using in-depth surveys in three districts in Balochistan that vary by internal hierarchy, I find that though preferences for public goods did not vary by tribalism among respondents, the most tribal district was also the most vulnerable to elite capture by the tribal leaders. Moreover, the disparity in education outcomes between rural areas in tribal and non-tribal polities is greater than the disparity in urban areas. This suggests that where internal ethnic structure is hierarchical and unchecked by competition, such as in rural areas, greater elite capture is more likely to result in under provision of public goods like education that can potentially disrupt extant power structures.

This book critically examines the causes of the increase in insurgent violence in Balochistan and explores the relations between the national government of Pakistan and the province of Balochistan. Based on historical analysis, the book argues that the national government of Pakistan and the leaders of Balochistan both use a standard narrative when dealing with each other. According to the Baloch narrative, Islamabad exploits Balochistan’s natural resources without giving Balochistan its due share and has never accepted and granted Balochistan equal rights. The centre’s narrative emphasizes the tribal character of the Baloch society and suggests that the Baloch elite hinder Balochistan’s integration with the federation. This book demonstrates that both narratives are inherently flawed and presents a precipitous picture of the problem of insurgent violence. It also shows that the Baloch leadership is divided along tribal lines and lacks a unified voice and proposes that the Baloch elite use the narrative of enduring injustice only as a source of politicization of Baloch ethnicity when an actual or perceived injustice is taking place. An important addition to the literature on ethno-political conflicts, this unique analysis of the importance of narrative in the imagination of political movements will be of interest to scholars in the fields of South Asian studies, ethnic conflicts, separatist and political movements and Asian politics.

Three thousand years ago, a group of Indo-Iranic tribes (called Balaschik at that time) settled in the northwestern Caspian region of Balashagan. Circumstances forced them to disperse and migrate towards south and eastern parts of Iranian plateau. Remotely Colonial is a monograph that examines tribalism and nationalism as historical processes in Kalat, which is today incorporated in the Balochistan Province of Pakistan. Kalat was 'remotely colonial' in two ways. It was located on the far reaches of the Indian Empire, and British interests were geostrategic rather than economic. The British designated Kalat a native state, but proceeded to marginalize the ruler in favour of sardars (chiefs) and tribal governance through jirga (tribal court) deliberations. This led to tensions between local officials dealing with events on the ground and the central government, which was determined that the facade of Kalat State be maintained. Colonial subject status - tribal, client or British Protected Subject - determined rights and obligations. The fragmentation of subjecthood produced a situation in which Kalat State became a polity with situationally defined subjects. Although Kalat State ceased to exist in 1955, its colonial structures persist today. Sardars and jirgas have become signifiers of entrenched tradition, a tribal 'other' of the national state. This is a convenient image for the Pakistani government, enabling blame for present conditions to be pinned on the tribal sector, deflecting attention away from the state's failure to provide basic services.
