Providing a reliable and resilient supply of electric power to communities across the United States has always posed a complex challenge. Utilities must support daily operations to serve a diverse array of customers across a heterogeneous landscape while simultaneously investing in infrastructure to meet future needs, all while juggling an enormous array of competing priorities influenced by costs, capabilities, environmental and social impacts, regulatory requirements, and consumer preferences. A rapid pace of change in technologies, policies and priorities, and consumer needs and behaviors has further compounded this challenge in recent years. The National Academies of Sciences, Engineering, and Medicine convened a workshop on February 3, 2020 to explore strategies for incorporating new technologies, planning and operating strategies, business models, and architectures in the U.S. electric power system. Speakers and participants from industry, government, and academia discussed available models for long-term transmission and distribution planning, as well as the broader context of how these models are used and future opportunities and needs. This publication summarizes the presentations and discussions from the workshop.

State action is critical to the expansion of the high-voltage transmission network, because regulated utilities must seek approval from utility commissions for proposals to site new lines. It is the purpose of this report to survey the regulatory treatment of issues that are unique to or ubiquitous in transmission planning and use. The authors review recent transmission siting cases to examine how the issues are presented to and resolved by state regulatory commissions and to provide a perspective for more general discussion of transmission policy. Their primary focus is on planning issues. Transmission capacity expansion is not typically treated in integrated resource planning. It is usually assumed that there is adequate transmission to achieve any particular plan. The authors believe that one important reason for this omission is the inherent complexity of transmission system expansion. Regulators and competitors may be at a serious disadvantage in negotiating or adjudicating specific transmission proposals with utilities, who generally have greater knowledge of both general technological considerations and case specifics. This problem of asymmetric information must be addressed at some level in planning or dispute resolution. However, they observe that explicit consideration of the information problem is absent from most regulatory and technical analysis of transmission. The goal of this survey is to share knowledge about the problems facing state regulators over the siting of new transmission facilities, and help to define constructive approaches to them.

Updated as of May 29, 2018 The Federal Energy Regulatory Commission is amending the transmission planning and cost allocation requirements established in Order No. 890 to ensure that Commission-jurisdictional services are provided at just and reasonable rates and on a basis that is just and reasonable and not unduly discriminatory or preferential. With respect to transmission planning, this Final Rule requires that each public utility transmission provider participate in a regional transmission planning process that produces a regional transmission plan; requires that each public utility transmission provider amend its OATT to describe procedures that provide for the consideration of transmission needs driven by public policy requirements in the local and regional transmission planning processes; removes from Commission-approved tariffs and agreements a federal right of first refusal for certain new transmission facilities; and improves coordination between neighboring transmission planning regions for new interregional transmission facilities. Also, this Final Rule requires that each public utility transmission provider must participate in a regional transmission planning process that has: A regional cost allocation method for the cost of new transmission facilities selected in a regional transmission plan for purposes of cost allocation; and an interregional cost allocation method for the cost of certain new transmission facilities that are located in two or more neighboring transmission planning regions and are jointly evaluated by the regions in the interregional transmission coordination procedures required by this Final Rule. Each cost allocation method must satisfy six cost allocation principles.
