Excerpt from Transactions of the American Fisheries Society, 1914-1915, Vol. 44 No fish were lost at the hatchery during the summer and fall of 1913 on account of dry weather and low water. The fish were removed from a few ponds and sorted and placed in other ponds where there was plenty of water. What really bothered the Department was the fact that the water in many of the good streams of the State was so low that we did not think it advisable to place fish in them, and many of the ponds for which fish had been ordered were either dry or the water conditions so bad that we did not think it wise to stock them. This made it necessary to hold fish in the hatchery ponds that would otherwise have been distributed. However, when the water did come in the late fall and spring, the hatch ery had the fish to restock the waters of Kansas and, as said in another place, distributed fish in the ponds and streams of 102 of the 105 counties of the State. Excerpt from Transactions of the American Fisheries Society, Vol. 17: Seventeenth Annual Meeting; Held in Elk's Hall, Detroit, Mich., May 15th and 16th, 1888 We do not know all the fishes of America yet, nor all those well that we know by sight; still this knowledge will come with time and patience, and to procure it is a comparatively easy task. It is also easy to ascertain the more common inhabitants of any given stream. It is difficult, however, to obtain negative results which are really results. You cannot often say that a species does not live in a certain stream. You can only affirm that you have not yet found it there, and you can rarely fish in any stream so long that you can find nothing that you have not taken before. Still more difficult is it to gather the results of scattered observations into general state ments regarding the distribution of fishes. The facts may be so few as to be misleading, or so numerous as to be confusing; and the few writers who have taken up this subject in detail have found both these difficulties to be serious. Whatever general propositions we may maintain must be stated with the modifying clause of other things being equal; and other things are never quite equal. Still less satisfactory is our attempt to investigate the causes on which our partial generalizations depend - to attempt to break to pieces the other things being equal which baffle us in our search for general laws. Excerpt from Transactions of the American Fisheries Society, Vol. 47 I esteem it a great privilege to take part in the proceedings of this convention and to profit by the experiences of the many here assembled who are distinguished authorities upon the subject of conservation in general and fish and game in particular. Many of you come from states where the lack of proper conservation in the past necessitates the propagation of game as well as its protection, and all of us understand that present failure to protect what game we have must soon result in its complete disappearance. The extinction of the great auk, of the wild pigeon and the wild buffalo are constant reminders of the duty imposed upon us, of passing on to those who shall come after us, the rich supply of fur, fin and feather which has come down to us from former generations. Even in the vast Northern wild lands of the country from which I come, and in the far northwest of Canada, as well as in its far northeast, conservation is the duty of the hour, and active measures are essential to restrain the greed of gain from playing havoc with the remaining fauna of our northland. Let me occupy a few moments of your time in telling you of some of the problems which confront me and the officers of my Department and of just a few of the natural conditions of our province; a province which has some claims upon your consideration, not only because of the very great numbers of sportsmen from these United States who go there for their fishing and hunting, but because of the vast numbers of your game birds which have their breeding grounds there. The Province of Quebec, today, occupies just double the territory of the Quebec of five years ago. Prior to 1912, it had an area of 351,873 square miles. In that year, all the territory of the mainland of North America to the north of our then northern boundary, extending to Ungava Bay and Hudson Straits, having a superficies of 351,780 square miles, was annexed to our province, giving us a total area of 730,653 square miles, or over four hundred and fifty millions of acres. It seems to me that our membership list should increase far more rapidly. We should have one hundred mem bers or even one thousand where we now have but one. It has occurred to me that through lack of example or proper encourage ment, we have unintentionally barred out a large class who are eminently qualified for admission, and I hereby appoint every member a committee of one to advertise the fact that all amateur and professional fish liars are eligible to membership. No convention hall in the country would hold the delegates if we could but bring into the fold all who are gifted in this dirce tion and practice the art. Indeed, from some things I have heard since coming here, there is a lot of mighty good material in Milwaukee, and we should at least double our membership right here.
