The transition of the former socialist and otherwise centrally planned economies into the world trading and financial system has become a major concern to both policymakers and social scientists. In this book experts from diverse economies address the principal issues raised by this transition. The chapters, which cover fourteen countries of East and Central Europe, the former Soviet Union, and Asia, are the result of a three-year research project. Although the contributors share a unity of design and analysis, each author focuses on the issues most relevant to the country or countries under discussion. In her introductory essay, project leader Padma Desai synthesizes the findings and cuts through recent analytical confusion over such issues as shock therapy versus gradualism. Rather than advocate the faster the better, she discusses the possible difficulty of sustaining rapid transition reforms and globalization in the face of rising unemployment. The countries discussed are the Czech Republic, Hungary, the German Democratic Republic (now eastern Germany), Poland, Estonia, Latvia, Lithuania, Finland, Russia, Kazakhstan, Uzbekistan, China, Vietnam, and India.Contributors : The Czech Republic, Josef C. Presented in this volume are analytical papers by leading academics on the consequences of regulatory reform in the 1992-process on financial markets and institutions, as well as on macro-economic adjustment and the scope of monetary and fiscal policy after 1992. Also included are policy-oriented papers by economists in academic and policy-making authorities which discuss potential policy conflicts within the EC and between the EC, EFTA, the US, Japan and Eastern Europe as a result of financial liberalization and monetary integration following 1992. The volume focuses on developments in financial markets as crucial for financial and industrial restructuring, as well as for prospects for a monetary union. Analytical papers form the basis for broader policy oriented discussion of potential policy conflicts among industrialized countries, as well as of prospects for currency reform in the Eastern block.

Offering a retrospective view of how the system operated in Communist Czechoslovakia, this book is an important voice in the discussion about the systems of central planning. The unique features of the book include in-depth research comprising both archival records and analyses of around 75 interviews conducted with period managers across a wide range of management levels. They provided evidence of pervasive inefficiency resulting in appalling economic outcomes. The book begins with a background to the politico-sociological system in Czechoslovakia and proceeds to describe the Marxist-Leninist ideological foundation of the regime, which underpinned the formal setting of the Czechoslovak model. These initial chapters set the context for the subsequent analysis of the real functioning of the system. The book explores the economic outcomes that must be understood as a natural consequence of the ways in which this system operated. The author finishes by answering the important question of why centrally planned economies trailed behind the market economies. The book’s unique use of the interview research format brings a vivid, close-up view of the everyday economic life in the centrally planned system. This will be a valuable contribution to the discussion surrounding the day-to-day reality of the system, which was found to be more colourful than is generally deemed. The book will appeal to both economic historians and students of economic history. A warning against repeating past mistakes, this book will also be of interest to those seeking a greater knowledge of the realities and consequences of centrally planned economies.

The contributors to this volume analyze the general problems of economic transition in countries of the former Eastern bloc: changing the ownership structure, abolishing the command economy, and integrating with the world economy. Because unique political, economic and social conditions in each nation require individual policy solutions, the contri
