Second - These suggestions, as well as those embodied in the annual Reports of the Board of Managers, with their interesting facts and details, would not only be put in a permanent shape, but in connection with the Reports of the various County superintendents, would be dis tributed annually into every part of the State, convey ing information to the people in regard to the design and utility of such Institutions, to an extent which cannot be insured by the limited circulation of the Reports as published by the Board.
