We are in the experimental stage of this organization, dating back now six years. It has taken six years to accomplish work which should have been done in two if not one, and it is to be hoped that the delegates from the various organizations will feel that they owe a duty to the Institute and will conscientiously assume the duties of federation. During the past year not less than $2,000.00 have been spent in local state society difficulties, which is more by 50 per cent than that contributed by the state organizations' federated dues in any one year. The state societies should not be crippled by contributions to the American Institute. The only fear that the dominant school has at the present time is your organization. They welcome you open-heartedly as individuals, and if they can crush your organization they know that they will have you at their mercy. The building up of a powerful organization is contingent upon finances and the proper federation of your state organizations. Congress of States It is my belief that the Congress of States should further be aided by the advice of the members of the Board of Trustees and that the Board of Trustees also receive reciprocal aid from the Congress of States. I, therefore, recommend that an amendment be proposed to the by-law on Congress of States, making the Board of Trustees and the Vice-Presidents of the American Institute of Homeopathy members ex-officio of the Congress of States with power to vote.
