Since 1889, the U.S. Geological Survey (USGS) has operated a multipurpose streamgaging network supported primarily by other Federal, State, and local agencies. Streamgaging stations are the monitoring tools used to track the flux of water and associated components in streams and rivers across the Nation. Streamflow data from them are used for planning and decisions related to agriculture, industry, urban water supplies, navigation, riverine and riparian habitat, and flood hazard identification. The principles that have guided this national network are: " Many partners contribute funding for the operation of gaging stations to collaboratively achieve Federal mission goals and the individual goals of the funding agencies." All data are freely available to all partners and the public." USGS operates the network on behalf of all partners to achieve economy and standardization of availability and quality of data. These goals remain appropriate and applicable today. However, the multipurpose streamgaging network needs increased resources and reorientation because of deficiencies in the present network to meet Federal goals, changing instrumentation and communication technology, and new opportunities to integrate our streamflow data with information from other Federal agencies.

Family foster care is supposed to provide temporary protection and nurturing for children experiencing maltreatment. Although it has long been a critical service for millions of children in the United States, the increased attention given to this service in the last two decades has focused more on its inability to achieve its intended outcomes than on its successes. However, as social and political trends and new legislation reshape child welfare, policymakers and service providers continue to offer innovative policy and practice options for this child welfare service. Though use of the service has changed, family foster care remains important. Responding to a widespread sense of the "drifting" of children in care, Congress passed the Adoption Assistance and Child Welfare Act of 1980. This legislation became a key factor shaping the current status of family foster care. Its goal was to reduce reliance on out-of-home care and encourage use of preventive and reunification services; it also mandated that agencies engage in planning efforts for permanent solutions for foster children. Yet, despite federal mandates and funding, the child welfare system has continued to struggle to provide the level of services needed for children to reduce the amount of time children remain in temporary foster care. The latest response to these problems, the Adoption and Safe Families Act of 1997, established unequivocally that safety, permanency, and well-being were national goals for children in the child welfare system. To comply with the law, public and private agencies are required to initiate significant program and practice changes in the coming years to improve permanency outcomes and child well-being in family foster care. The central theme of the volume is accountability for outcomes, certainly a current driving force in child welfare as well as in other public and private service fields. This volume will be of interest to all concerned with the social welfare of children and families at the end of the twentieth century. This book is a result of the ISD'97, Sixth International Conference on Information Systems Development-Methods and Tools, Theory and Practice held August 11-14, 1997 in Boise, Idaho, USA. The purpose of this Conference was to address the issues facing academia and industry when specifying, developing, managing and improving software systems. The selection of papers was carried out by the International Program Committee. All papers were reviewed in advance by at least three people. Papers were judged according to their originality, relevance and presentation quality. All papers were judged purely on their own merits, independently of other submissions. This year's Information Systems Development Conference-ISD'97 is the first ISD conference being held in the US. ISD was brought into existence almost ten years ago. It continues the fine tradition of the first Polish-Scandinavian Seminar on Current Trends in Information Systems Development Methodologies, held in Gdansk-Poland in 1988. ISD'98 will be held in Bled, Slovenia. ISD'97 consists not only of the technical program represented in these proceedings, but also tutorials on improved software testing and end-user information systems and workshop on sharing knowledge within international high technology industries that are intended for both, the research and business communities.
