In a drive towards the attainment of a paperless mode of managing projects and its delivery, the Government of Ghana in the last few years, has embarked on several policy initiatives to achieve this objective in public organizations. The challenges associated with the paperless drive do not lie solely with the deployment of software and hardware. The degree of success also depends primarily on the capabilities of personnel operating the software programs and hardware tools available within the specific Local Government Organization. Regardless of the appropriateness of software programs for project management and project delivery, studies indicate that project managers must have some basic requisite knowledge and competencies in ICTs to compliment the deployment of technology to make their organizational performance and effectiveness useful. With the introduction of policies such as the Information Communication Technology for Accelerated Development (ICT 4AD), there comes the need to review the literacy level of personnel who will be utilizing these programs to ensure success of project deliverables. This paper assesses the capabilities of project management personnel at the local government level using quantitative method hinged on a goodness of fit test. This study also reviews the Information and Communications Technology literacy and competency levels of personnel in charge of projects management administration at the Local Government level. The conclusions indicate that personnel at this level are not be adequately prepared to operationalize the ICT enabled paperless system. The recommendations for successful implementation of paperless management of projects and programmes at the local government level requires an overhaul of the capacities of all project management personnel and local government staff as a whole through training and education.

Concerns about new learning environments have spurred the debate as to whether the new world of online teaching and virtual studying might be as closed to the developing world, especially the women, as the traditional universities were until the turn of the twentieth century. Gender specific and feminist research shows that women often have less access to technology, less control over the ICT (Information and Communication Technology) in their homes and places of work, and less confidence and competency in using these technologies. According to the United Nations, lack of access to information is the third most important issue facing women globally, after poverty and violence against women. Equitable Access looks in detail at the ODL (Online Distance Learning) and ICT situations in Ghana. The author provides a critical assessment of the strengths and threats to the development of an effective distance education program in tertiary institutions in Ghana, surfacing the need to promote equity in educational access. Based on a survey of distance learners in four public universities, the author navigates to the heart of issues and determines that in Ghana and for that matter Africa, the digital and gender divides could further widen if conscious effort is not made to mainstream ICT in all gender issues.

Atsiatorme proposed the use of African philosophical thoughts in sustainable environmental education in Ghana and posited that sustainable environmental education should be based on African philosophical thought. Mr. Fabrice Fifonsi analysed the role of parliamentarians and local government in the rural development with the utilisation of technology in a systemic approach considering their representative mandate, coupled with their legislative and oversight functions. Rev. Dr. John K. Louis developed a Christian theological work on how to mitigate environmental degradation. His work takes source from the Laudato si of Pope Francis who rightly states that the Eucharist is a source of light and motivation for our concerns for the environment, directing us to be stewards of all creation. Finally, Prof. Amevi Acakpovi et al. presented two papers dealing respectively with energy conservation and efficiency and the adoption of electronic government in tertiary educations.
