This book explores the interaction of the EU in Greece, Slovenia, Croatia, and Macedonia in three key policy sectors – cohesion, border managements and the environment – and assesses the degree to which the European Union’s engagement with the democracies of South East Europe has promoted Europeanization and Multi-Level Governance. Although there is a tendency to view the Balkans as peripheral, this book argues that South East European states are central to what the EU is and aspires to become, and goes to the heart of many of the key issues confronting the EU. It compares changing modes of governance in the three policy areas selected because they are contentious issues in domestic politics and have trans-boundary policy consequences, in which there is significant EU involvement. Southeastern Europe is often portrayed as an area plagued by endemic nationalisms, a view that seems to be confirmed by the break-up of Yugoslavia. However, a closer look shows that the nation is not the only territorial unit of identification. Regions play an important role as well, especially those that look back on traditions that differ from those of the national state. Thus, the end of socialism also brought forward regional movements which articulated opposition to the dominance of the centralized state. These developments are furthered by the integration into the European Union, whose policy of a "Europe of the Regions" demands strong regional centres for the administration of structural funds and for the empowerment of the regions. This book presents a topical, holistic assessment of the European Union’s democracy promotion in South-East Europe, Eastern Europe, and Central Asia, analyzed through the prism of the Normative Power Europe (NPE) framework of transnational policy formation. To do so, it brings together three scholarly domains that traditionally stand apart and are discussed separately. The first addresses the notion of the European Union conducting a normatively-driven foreign policy both near and far abroad. The second is concerned with the legitimacy, operationality, and effectiveness of promoting democracy in third-world countries.
