The economic costs are also staggering, reaching $7 to $12 billion per year, as insurance costs skyrocket, ransoms double and then quadruple, and ships are forced to hire armed security for protection. Pirates operating off the Horn of Africa disrupt shipping traffic through the strategic Suez Canal, siphoning transit fees from an unstable Egypt, while the seizure of supertankers in the Indian Ocean underscores the vulnerability of the world's oil supply. Governments, private industry, and international organizations have mobilized to address the threat. This is the first volume to examine their work in developing naval strategy, international law and diplomacy, and industry guidelines to suppress contemporary maritime piracy. This book examines the complex phenomena of modern maritime piracy. The work offers a cutting-edge analysis of modern maritime piracy in the two most pirate-prone regions – southeast Asia and northeast Africa – from the late twentieth century to the modern day. ABSTRACT: The past 20 years have witnessed a resurgence of maritime piracy, especially along the East and West coasts of Africa. Much scholarly research has been undertaken on this issue; however a consensus on the primary economic causes of piracy does not exist. This thesis seeks to identify the primary economic causes and consequences of maritime piracy in Somalia and Nigeria specifically, and coastal sub-Saharan Africa more generally. It investigates whether variables such as a lack of employment opportunities, particularly in the fisheries sector, are a causal factor of maritime piracy. These potential causal factors are explored using both case studies and regression analyses. Net exports of fish are found to be a statistically significant predictor of the frequency of piracy, suggesting that a decrease in national fish production and employment in the fisheries sector results in an increase in the occurrence of piracy.

"Maritime piracy-like civil war, terrorism, and organized crime-is a problem of weak states. Surprisingly, though, pirates do not operate in the least governed areas of weak states. Pirate Lands addresses this puzzle by explaining why some coastal communities experience more pirate attacks in their vicinity than others. Pirates do well in places where elites and law enforcement can be bribed but they also need access to functioning roads, ports, and markets. Using statistical analyses of cross-national and sub-national data on pirate attacks in Indonesia, Nigeria, and Somalia, Daxecker and Prins detail how governance at the state and local level explain the location of maritime piracy. Pirate Lands employs geo-spatial tools to rigorously measure how local political capacity and infrastructure affect maritime piracy. Daxecker and Prins find that pirates operate in areas where local governance is weak enough to incentivize collusion among pirates and local authorities, yet strong enough to ensure that infrastructure and markets are sufficiently developed to permit the organization of sustained piracy. Interviews with former pirates, community members, and maritime security experts based on field research in Indonesia and Nigeria complement the quantitative findings. The premise of the workshop was that reconsidering the underlying factors that drive maritime piracy in the 21st century might provide valuable insights to decision makers and policy makers into how best to address the problem within the wider context of fostering greater order at sea. Workshop participants received briefings from RAND researchers and outside specialists that outlined the views of the maritime industry and presented national and international perspectives. The presentations and all related discussion were nonattributable so as to encourage open and frank debate. This document summarizes the main points and conclusions that emerged from the workshop; it should serve as a useful resource to workshop participants as well as others interested in understanding the challenges associated with maritime disorder, violence at sea, and piracy in particular. How do two conventionally powerful, nuclear armed, but commercially oriented great powers, reliant on sea lanes and global maritime infrastructure, engage in a long-term strategic rivalry? When do such competitions lead to crisis instability and even war? This book presents a research agenda using a variety of methods to explore this unique competitive environment for China and the United States. The most likely great power friction points today are located at sea. Any shots fired between China and the United States will likely be between navies and air forces rather than armies. While much security studies understandably concentrates on land forces, basic concepts such as the importance of territory, the offense-defense balance, technological competition, economic warfare, and crisis stability do not comfortably apply to maritime competition. The chapters in this volume consider the use of naval power - including blockades, naval diplomacy, fleet engagements, and nuclear escalation - across the spectrum of global politics and international conflict. The volume encourages applying the many classic approaches of security studies to this high-stakes relationship while considering maritime conflict as distinct from other forms, such as land and nuclear, that have traditionally occupied the field.
