The sharp drop in oil prices is one of the most important global economic developments over the past year. The SDN finds that (i) supply factors have played a somewhat larger role than demand factors in driving the oil price drop, (ii) a substantial part of the price decline is expected to persist into the medium term, although there is large uncertainty, (iii) lower oil prices will support global growth, (iv) the sharp oil price drop could still trigger financial strains, and (v) policy responses should depend on the terms-of-trade impact, fiscal and external vulnerabilities, and domestic cyclical position.

The General Accounting Office (GAO) has responded to a request from Representative John Kasich by requesting that the Energy Information Administration (EIA) use the National Energy Modeling System (NEMS) to estimate the cost to the U.S. economy of reducing oil imports. The analysis summarized by this paper focuses on two approaches toward a target reduction in oil imports: (1) a set of cases with alternative world crude oil price trajectories, and (2) two cases which investigates the use of an oil import fee.

First Published in 2011. This book presents the results of the third phase of our analysis of U.S. oil imports in relation to U.S. energy policy. It presents a definitive history and analysis of the United States' experiment with formal oil import controls and addresses three questions: The first is how the U.S. energy situation, especially energy security, was affected by what was going on in the rest of the world. The second is the more narrow issue of what energy security options appeared available to the United States from the perspective of the special conditions which existed during 1974-75. The third question, the main subject of this book, and the one with which we initially began, was what lessons might be learned from earlier efforts to limit imports, especially through the Mandatory Oil Import Program.

First published in 1982. The sharp increase in the price of imported oil in the early 1970s generated much interest in the economic impact of large oil price hikes and related energy price increases. The main focus is on oil, and Dr. Feldman’s monograph is a needed contribution, revealing the quantitative price impacts of recent oil price shocks in great detail.

The objective of this paper is to estimate the economic impact of a possible interruption in petroleum imports during the period from 1975 to the year 2000. It begins by incorporating the data of the recent oil embargo into an input-output model of the U.S. economy, in order to assess the economic impact of the interruption in imports. The model will be used as a framework for estimating the impact of all sizes of oil import interruptions, from small interruptions to a complete cutoff of imports. Several different scenarios of petroleum supply and demand are developed; indicating the uncertainties in our energy future, but also reflecting the fact that there are many policy options that can be chosen in order to encourage -- and discourage -- self-sufficiency in energy.
