This book reviews the performance and effectiveness of the Community Development Quotas (CDQ) programs that were formed as a result of the Sustainable Fisheries Act of 1996. The CDQ program is a method of allocating access to fisheries to eligible communities with the intent of promoting local social and economic conditions through participation in fishing-related activities. The book looks at those Alaskan fisheries that have experience with CDQs, such as halibut, pollock, sablefish, and crab, and comments on the extent to which the programs have met their objectivesâ€"helping communities develop ongoing commercial fishing and processing activities, creating employment opportunities, and providing capital for investment in fishing, processing, and support projects such as infrastructure. It also considers how CDQ-type programs might apply in the Western Pacific.

"Sustainability and resilience are worthwhile goals for western Alaskan communities. From shifting global markets to climate change, these communities face numerous novel threats to their survival that increased resilience can mitigate. This thesis examines how an innovative community management scheme, the Community Development Quota (CDQ) Program, can contribute resilience to its communities, how those resilience-lending aspects can be better utilized, and what obstacles prevent sustainability in western Alaska. Qualitative, semi-structured interviews with ten community residents from four of the six CDQ groups were conducted and CDQ relevant documents and reports were evaluated to measure eight indicators of sustainability and resilience: community demographics, job creation, education rates, per capita incomes, flexibility, monitoring and feedback mechanisms, communication, and evidence of learning. While building sustainability and resilience has not been the primary focus of the program to date, progress has been made. Much intergroup variation exists within the indicators and much work remains for sustainability and resilience. The capacity for much greater success exists within the program. An adaptive co-management approach focused on creating sustainable and resilient communities is a viable path to this success. The experience of the CDQ program can inform other Arctic communities working toward sustainability and resilience"--Leaf iii.

The Law Library presents the complete text of the Fisheries of Exclusive Economic Zone Off Alaska - Community Development Quota Program (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 NMFS issues regulations that govern fisheries managed under the Western Alaska Community Development Quota (CDQ) Program. These revisions are needed to comply with certain changes made to the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act) in 2006. Changes include revising regulations associated with recordkeeping, vessel licensing, catch retention requirements, and fisheries observer requirements to ensure that they are no more restrictive than the regulations in effect for comparable non-CDQ fisheries managed under individual fishing quotas or cooperative allocations. In addition, NMFS removes CDQ Program regulations that now are inconsistent with the Magnuson-Stevens Act, including regulations associated with the CDQ allocation process, the transfer of groundfish CDQ and halibut prohibited species quota, and the oversight of CDQ groups' expenditures.
