The Chinese Air Force (also known as the People's Liberation Army Air Force - PLAAF) is the third largest air force in the world, with an inventory of almost 2,200 combat aircraft. Against this, the Indian Air Force has a strength of about 860 combat aircraft. Does this make the PLAAF a giant in front of the IAF? The PLAAF may be having an advantage in terms of numbers but mere numbers do not tell the full story. The Chinese Air Force cannot deploy all these aircraft against India. In a meticulously researched analysis, the author argues that PLAAF will have serious limitations in achieving air superiority against the IAF. The limitations of airfield infrastructure and terrain in Tibet severely restrict PLAAF's capabilities to carry out a sustained air campaign against India. Since the 1990s, the Chinese Air Force has been modernising at a rapid pace. The large numbers of obsolete Soviet era fighter aircraft is being replaced by increasing numbers of fourth generation fighters of the SU-27/SU-30/J-10/J-11 class, but the IAF continues to maintain its technological lead, with the SU-30MKI of the IAF being more advanced than the SU-30MKK of PLAAF. India must continue to maintain its technological lead in the coming years. Another advantage the IAF has is in its superior training, but the Chinese are catching up in this field, with greater exposure to international exercises. The main advantage that the PLA has is in its second artillery's conventional capability. The author discusses the second artillery's capabilities and says that China's ballistic and cruise missiles will be a major threat to India, but they cannot incapacitate us. To counter the Chinese missile threat, India must develop similar capabilities with its Agni, Brahmos and Nirbhay missiles. The IAF needs to develop its capabilities in critical areas and exploit PLAAF's limitations, because unlike in 1962, this time, the contest is going to be in the air.

Since at least the early 1950s, the entire Asia-Pacific region has struggled with the complicated and complex relationship between China and Taiwan--today the Taiwan question is considered a potential flashpoint for a much larger international conflict. Bringing together experts from the United States and Taiwan, Assessing the Threat provides a comprehensive look at the dangers of military escalation in the Taiwan Strait, the latest advances in capabilities of the People's Liberation Army, and China's security relationship with the United States and the Asia-Pacific. There is increasing concern that Beijing is steadily shifting the balance of power across the Taiwan Strait in its favor. Recent advances in Chinese air and naval power, along with changes in PLA doctrine, have the potential to weaken deterrence and destabilize the cross-strait military balance. At this critical juncture, there is not question that this issue requires sustained, detailed analysis and that many measures can and should be taken to reduce the threat of conflict between China, Taiwan, and the United States. Assessing the threat offers such analysis as well as concrete suggestions and crisis management practices for government and military leaders in Washington, D.C., Beijing, and Taipei.

The Chinese Air Force (also known as the People’s Liberation Army Air Force – PLAAF) is the third major air force in the world, with a record of almost 2,200 combat aircraft. Against this, the Indian Air Force has a strength of about 860 combat aircraft. The Chinese Air Force cannot organize all these aircraft against India. In a exactly researched study, the author claims that PLAAF will have serious limitations in achieving air advantage against the IAF. The confines of airfield substructure and land in Tibet severely restrict PLAAF’s competences to transmit out a continued air campaign against India. The author deliberates the second artillery’s competences and says that China’s airborne and cruise missiles will be a main threat to India, but they cannot debilitate us.

China’s emergence as a global economic superpower, and as a major regional military power in Asia and the Pacific, has had a major impact on its relations with the United States and its neighbors. China was the driving factor in the new strategy the United States announced in 2012 that called for a “rebalance” of U.S. forces to the Asia-Pacific region. At the same time, China’s actions on its borders, in the East China Sea, and in the South China Sea have shown that it is steadily expanding its geopolitical role in the Pacific and having a steadily increasing impact on the strategy and military developments in other Asian powers.

Through extensive primary source analysis and independent analysis, this report seeks to answer a number of important questions regarding the state of China’s armed forces. The authors found that the PLA is keenly aware of its many weaknesses and is vigorously striving to correct them. Although it is only natural to focus on the PLA’s growing capabilities, understanding the PLA’s weaknesses—and its self-assessments—is no less important.
