The monograph characterizes the process by which the operational level commander perceives the mission and the current situation, makes major decisions, and supervises the execution of his orders. It distinguishes those responsibilities which the commander, as the operational artist, should accomplish himself, from those responsibilities which the commander can properly delegate to his staff. The monograph then contrasts the current military decision-making process, as promulgated in FM 101-5, with an alternative system which emphasizes the role of the commander as the operation artist. Although this monograph is conceptual, rather than historical in focus, it draws heavily on the writings of World War II operational level commanders for its analysis, and upon a post-war decision-making model as the basis of its alternative approach to the process.

The Military Decision Making Process (MDMP) is the U.S. Army's single analytical process used to assist the commander and staff in developing estimates and plans for military problem solving. A growing body of research and published works within and outside of the Army community are critical of MDMP as an ineffective means of planning and decision-making. Nonetheless, joint operational planning doctrine has adopted the principles of MDMP as the basis for operational planning and decision-making. This monograph examines a revisionist account of general systems theory, (GST) and proposes it as an alternative construct for future military-decision making at the operational level of war. This research rests upon Shimon Naveh's thesis in his In Pursuit of Military Excellence, which asserts that any methodological approach to warfare must be theoretically consistent with the materiel system conditions of warfare. Hence, "in those campaigns where a systemic approach was applied, in both the planning and management of armed forces, the nature of warfare was marked by sound operational logic ..." This monograph seeks to answer the primary research question: Is a general systems theory approach to decision-making suitable for the operational level of war? This question is not only of academic interest but also indicative of calls for institutional change resulting from Army and DoD transformation initiatives. A revisionist form of GST, or postmodern-GST, ' is presented as a framework for military- decision making because of its socio-cultural implications and its value as a "potentially progressive and liberating" mode of thinking. The influences of other 20th century theories, namely structuralism, post structuralism, and critical theory are relevant because of their undeniable influence on GST and its revival as a postmodern epistemology. These influences must be examined in order to identify the implications that a priori or uncritically accepted warfare.

This monograph investigates the art and science of problem solving and decision making in the operational planning environment. The Army's current problem solving and decision making doctrine found in FM 5-0 (101-5) Army Planning and Orders Production (Final Draft) provides one simplistic process and lacks information in the art of problem solving for planners and decision makers to follow. This research investigates the theory of problem solving and compares proven problem solving processes used and accepted in the business community with the Army's problem solving and decision making process. The research identifies components common to the processes analyzed, establishing goals or end state objectives, gathering information, and assessing implementation, which generally present challenges to the planner, and suggests methods to facilitate definition and communicate findings. The problem solving and military decision making process contained in the Army's doctrine serves as a sufficient beginning point for planning at the tactical level; however, due to rigidity and a lack of examples in problem solving theory, it is not sufficient when dealing with operational level problems. The Army's process contains significant shortcomings for planners at the operational level because it does not address the theory of problem solving and lacks sufficient background of key components of the process - goal setting, information gathering, and implementation assessment. This research concludes with recommendations to improve the Army's doctrine. It suggests the Army modify its existing problem solving and decision making doctrine to address additional relevant processes that are effective in a time constrained environment and when dealing with complex problems.

The recent inclusion of civil considerations into the METT-T process is justifiable provided one defines the terms and its applicability to operational art. Analysis of the term indicates it is neither properly defined nor understood. An objective evaluation of civil considerations shows the considerations vary between the strategic, operational and tactical levels of war. A proper assessment of these considerations is crucial for combining all instruments of national power to achieve a desired endstate. This paper defines the considerations at the strategic and operational levels as well their applicability to coherent campaign planning. It explains the nature of a crisis in the 21 st Century and provides a rudimentary understanding of how civil considerations become a significant factor in resolving the crisis. Finally, the paper draws some conclusions concerning the civil aspect of conflict and recommends areas for further research and analysis toward an overall attempt to codify civil considerations into an effective system as part of the military decision making process required to develop a commander's estimate of the situation. In addition to categorizing civil considerations at the strategic and operational level, the paper identifies several key issues: 1) Civil Considerations does not equal civil affairs, 2) Civil considerations are critical to providing the linkage between objectives at the strategic and operational levels of war, and 3) The Operational Level of War is where the integration and synchronization of instruments of national power is executed, increasing the necessity of civil considerations.
