The numbers of environmental laws and regulations have continued to grow in the United States, making compliance with these regulations increasingly difficult. Environmental assessments became a way to determine operational consistency and compliance with current environmental regulations. Beginning in 1985, the U.S. Army Construction Engineering Research Laboratories, in cooperation with the U.S. Army Environmental Center, began the research that led to the publication of the Environmental Compliance Assessment System (ECAS). In Fiscal Year 1994, the U.S. Army became a participant in the efforts to create a single compliance assessment manual for use by all members of the DOD. The resultant manual is The Environmental Assessment and Management (TEAM) Guide. To examine Army Regulations, this Army Reserve supplement was developed to use in conjunction with the TEAM Guide.

Environmental assessments help determine compliance with current environmental regulations. The U.S. Air Force, U.S. Army, Defense Logistics Agency (DLA), and Corps of Engineers (Civil works) have programs that identify compliance problems before they are cited as violations by the U.S. Environmental Protection Agency (USEPA). Since 1984, the U.S. Army Construction Engineering Research Laboratories (USACERL), in cooperation with Department of Defense (DOD) components, has developed environmental compliance assessment checklist manuals. The Environmental Assessment and Management (TEAM) Guide was developed for use by all DOD components. Currently, seven DOD components are participating: the Air Force, Air National Guard, USAEC, USARC, Army NGB, Civil Works, and the DLA. These agencies have agreed to share the development and maintenance of this Guide. The Guide combines Code of Federal Regulations (CFRs) and management practices (MPs) into checklists that show legal requirements and the specific operations or items to review. The TEAM Guide is supplemented by DOD component-specific manuals detailing regulations and policies. The TEAM Guide is an update, revision, and replacement of the previous U.S. ECAMP, U.S. ERGO, U.S. ECAS, and DLA compliance assessment checklist manuals and will be continually updated with new compliance laws and regulations.

In fiscal year 1994, the U.S. ANG became a participant in the efforts to create a single compliance assessment manual for use by all members of the Department of Defense. The resultant manual is The Environmental Assessment and Management (TEAM) Guide. To examine Air Force Instructions, Air Force Manuals, and Air Force Policies, the ECAMP-ANG supplement was developed to use in conjunction with the TEAM Guide. The section on safety and occupational health, which formerly appeared as Section 14 of this volume, is now covered in Volume 2.
