A pair of rapid tests for evaluation of the effectiveness of penetrating sealers in preventing corrosive chloride ions from penetrating concrete have been developed. The tests are designed to yield an indication of the relative performance of a sealer as compared with unsealed concrete. The first test is based on measurement of electrical resistance between two small electrodes created on a concrete surface by use of a highly conductive spray-applied coating. A criterion of 200 k-ohms after 4 minutes of test was selected for differentiating between effective and ineffective sealers. The second test is based on absorption of water into the concrete surface over a four minute period. Development and field trials of the two tests are described. The tests are applicable to both horizontal and vertical surfaces. Applications for the tests include quality control of sealer application, qualification of sealers under field conditions, and monitoring of sealer performance over time in a nondestructive manner.

New USEPA regulations require changes to water treatment that can accelerate infrastructure degradation. One recent regulation of particular concern in this regard is the Enhanced Coagulation Rule, which requires improved removal of Total Organic Carbon (TOC) from water supplies. One of the most common means of improving TOC removal is to enhance existing coagulation treatment processes by reducing coagulation pH or using higher coagulant doses. There is substantial concern that the lowered coagulation pHs and higher coagulant doses will significantly accelerate degradation of infrastructure. The goal of this research was to concisely describe what is known about accelerated degradation of infrastructure from conditions brought about during enhanced coagulation. It was anticipated that such an effort would allow utilities to decrease damage by learning from the experiences of others, reviewing of the literature, and executing some new experiments. The purpose of the test program reviewed in this report was to evaluate commercially available sealing products for use on bridge concrete and to evaluate the effect of abrasion on the performance of these products. One of the simplifying assumptions of the Alberta sealer test method is that the penetration of water and chloride ions into concrete are similar in degree. The reduction in water absorption due to the application of a sealer can be measured easily and allows an inference as to the reduction of chloride migration into the concrete. This test method allows comparison of the waterproofing performance of various concrete sealer products in terms of a percentage that compares the weight gained by absorption in sealed cubes with that gained by uncoated control cubes of the same concrete. The test results are organized into two categories of sealers, namely coating (barrier type) sealers and penetrating sealers.
