The maintenance problem aboard naval ships is one of maximizing the effect of application of scarce resources in order to restore and maintain ship system effectiveness. Several generalized decisions constitute the maintenance administration process including (1) decision to perform preventive maintenance (2) decisions to perform corrective maintenance, (3) decisions regarding which to do first in complex situations, and (4) the overhaul planning process. The decisions are critically examined from a decision analysis standpoint to identify the action, events, probabilities, and potential consequences which make up the decision. A system of costs and potential costs is proposed to serve as the decision criterion and is applied to the analysis in this case. Although application to specific real-world maintenance problems may require considerable adaption, it is asserted that structuring the decision in proposed format will improve the quality of the decisions.

The Department of Defense is likely to face years of declining resources as the U.S. government grapples with fiscal challenges. These challenges affect every account, including those associated with surface ship maintenance and operations. At the same time, there has been widespread concern that surface ship materiel readiness is declining due to a high pace of operations and a sense that there have been many instances of deferred maintenance. The need to balance fiscal reality and a continued need for ready ships is likely to be an ongoing challenge. At the request of the Assessment Division of the Office of the Chief of Naval Operations, this report: (1) determines the impact on long-term fleet readiness, Operational Availability (Ao), and Expected Service Life (ESL) caused by near-term reductions in Operations and Maintenance (O&M) accounts; (2) recommends potential strategies to minimize negative impacts to Ao and ESL and maintain the largest, most capable fleet possible; (3) develops a maintenance requirement concept, per ship class, that supports ESL, but allows for some risk within the maintenance strategy; and (4) defines the risks to Ao and ESL resulting from the new requirement. The methodology could be applicable to multiple ship classes.

Cross sectional data from the U.S. Navy's Atlantic Fleet Destroyer Force is analyzed in a three-part study of relationships between a ship's total maintenance cost, time lost from operations, reliability, and the length of its overhaul cycle. Factors such as ship age, size, complexity, usage, etc., are held constant as required. The overhaul cycle is viewed as the primary control variable by which Navy maintenance managers allocate effort between scheduled and unscheduled repairs. A minimum cost overhaul cycle is obtained. In the absence of defensible cost penalties for time lost and reliability (where the latter is measured by the frequency of unscheduled repair), minimum cost and optimal cycles are not one and the same. Tradeoffs between cost and reliability are obtained, however, and the range within which an optimal cycle may be expected to lie is narrowed considerably. (Author).

The Navy has over 150 non-nuclear surface ships that it repairs, maintains, and modernizes using privately owned shipyards. The Navy concluded in 2010 that readiness of the surface ship force was below acceptable levels. This, in addition to the concerns of leadership about cost and schedule growth, led to a revised readiness strategy and, in 2015, introduction of a new contracting strategy for ship repair, referred to as MAC-MO. House Report 114-102 accompanying the fiscal year 2016 National Defense Authorization Act included a provision for GAO to review the Navy's implementation of the MAC-MO strategy. This report assesses (1) the potential benefits of the MAC-MO contracting strategy, (2) process changes the Navy has made to address any challenges and to capitalize on anticipated benefits, and (3) how the strategy will potentially affect the Navy's ship repair industrial base. GAO analyzed the Navy's acquisition planning documentation, lessons learned, and contracts. GAO interviewed Navy officials and visited regional maintenance centers in Norfolk, Va.; San Diego, Calif.; and Mayport, Fla. GAO also interviewed previous and prospective Navy ship maintenance contractors.
