"The National Marine Fisheries Service is establishing the total U.S. BFT quota and subquotas for 2010 based on the 2008 International Commission for the Conservation of Atlantic Tunas (ICCAT) recommendation for the western BFT stock for 2010 (part of a two-year recommendation) and adjusting the 2010 quotas for each category as necessary based on landings from 2009. [The] purpose of this action is to implement the 2008 ICCAT recommendation as necessary and appropriate pursuant to the Atlantic Tunas Convention Act and to achieve domestic management objectives under the Magnuson-Stevens Fishery Conservation and Management Act. "In this action, the National Marine Fisheries Service (NMFS) would adjust regulations governing the U.S. BFT fishery to : (1) Increase the General category maximum BFT daily retention limit from three to five fish (with limit adjustments to be executed via inseason actions when and if appropriate): (2) Allow the BFT General category season to remain open until the January subquota is reached or March 31 (whichever happens first): and (3) Increase the Harpoon category daily retention limit of BFT measuring 73 to 81 inches from two to four fish. This action is intended to enable more thorough utilization of the available U.S. BFT quota for the General and Harpoon permit categories: minimize bycatch and bycatch mortality to the extent practicable: expand fishing opportunities for participants in the commercial winter General category fishery: and increase NMFS' flexibility for selling the General category retention limit depending on available quota. Today, there is a growing sense of urgency among fisheries scientists regarding the management of fish stocks, particularly among those who predict the imminent collapse of the fishing industry due to stock depletion. This book takes a game theoretic approach to discussing potential solutions to the problem of fish stock depletion. Acknowledging the classification of fish stocks as destructible renewable resources, these essays are concerned with the question of how much of the stock should be consumed today and how much should be left in place for the future. The book targets both economists and students of economics who are familiar with the tools of their trade but not necessarily familiar with game theory in the context of fisheries management. Importantly, the goal is not to give a summary evaluation of the current views of the ‘appropriate’ response to immediate policy questions, but rather to describe the ways in which the problems at hand can be productively formulated and approached using game theory and couched on real world fisheries. Game Theory and Fisheries consists of twelve previously published but updated articles in fisheries management, a number of which address a gap in the fisheries literature by modelling and analysing the exploitation of fishery resources in a two-agent fishery, in both cooperative and non-cooperative environments. The author’s work ultimately illustrates that the analysis of strategic interaction between those with access to shared fishery resources will be incomplete without the use of game theory.

"Since 2007, the National Marine Fisheries Service (NMFS) has conducted research on pelagic longline (PLL) vessels operating in the Gulf of Mexico (GOM) to reduce the discards of large Atlantic bluefin tuna (BFT). Interim results show that the use of a weak hook can significantly reduce the amount of BFT caught by PLL vessels with some reductions in the catches of target species, yellowfin tuna (YFT) and swordfish. This action will require the use of weak hooks to reduce bycatch of BFT, allow normal operation of PLL fisheries in the GOM with minimal short-term adverse socio-economic impacts, and have both short and long-term beneficial ecological impacts on the stock status of BFT, a historically overfished species. This measure will be consistent with the 2006 Consolidated Atlantic Highly Migratory Species Fishery Management Plan.
