The number of environmental laws and regulations have continued to grow in the United States, making compliance with these regulations increasingly difficult. Environmental assessments became a way to determine operational consistency and compliance with current environmental regulations. Beginning in 1985, the U.S. Army Construction Engineering Research Laboratories (USACERL), in cooperation with the U.S. Army Environmental Center (USAEC), began the research that led to the publication of the Environmental Compliance Assessment Army Reserve (ECAAR). In Fiscal Year 1994, the U.S. Army became a participant in the efforts to create a single compliance assessment manual for use by all members of the DOD. The resultant manual is The Environmental Assessment and Management (TEAM) Guide. In order to examine Army Regulations, the Army National Guard supplement was developed to use in conjunction with the TEAM Guide.
