I regret that time and Space forbade me reaching the Napoleonic efforts to recover India for France by way of Egypt, a passage of history illuminating present conditions in the East. I gratefully acknowledge the permission granted by Lady Butler to insert the striking account of a simoon from Sir William Butler's Autobiography, and by Mr. B. H. Tawney to use the passages on the social in uence of the Christian Church from his Acquisitive Society. A subject such as this, for which the authorities both original and secondary are very numerous, leaves me also with a deep sense of obligation to very many writers of the past both for preservation of facts and for commentary. In the course of collection of my materials I may have lost or mislaid some of my references; but I have referred as far as possible to works likely to be at the service of the general reader. The series of maps by Mr. H. W. Cribb, which illustrate the events told, are accompanied by a special atlas index intended to obviate the need for consulting an outside atlas. Excerpt from Commerce and the Empire After working many years for Free Trade in Australia I feel emboldened to make an effort in the wider field of the Empire. The time has arrived when, in my judgment, Free Traders in all the self-governing Colonies should make an effort to bring their respective parts of the Empire into line with British fiscal policy. The task is by no means so difficult as some people think; race sympathy is making it easier every year; and the very need of revenue makes the task less instead of more difficult, since it is easier to obtain revenue without than it is with restriction. The necessity of dealing with the preferential phase of the subject has caused me to hurry the publishing, and consequently the book is less complete in many respects than I intended. The controversy with regard to preferential duties will have one good result: it will lead to a better general knowledge of the whole subject, and will, therefore, pave the way for the Self-Governing Colonies, one after another, to raise the Free Trade flag. A British Free Trade Empire is a noble object for which to fight. During a period of about nine months, in 1900-1901, immediately preceding the first Federal Election in the Australian Commonwealth, I published a weekly paper, under the title of Our Country, dealing solely with the fiscal controversy. Excerpt from The Northward Course of Empire The idea of this book is doubtless old, though it came to me only about 1912. Perhaps it was old to the Medes and Persians. It may even have been an ancient revamping of it that led Solomon to remark that there is nothing new under the sun. In another sense the idea is so new that the history of it can be given briefly. The winter of 1918-1919 representatives of chambers of commerce of various European countries were touring the United States. A dinner was given them in New York and at this I was called upon to make a five-minute talk. One of the sponsors of the dinner was Dr. Albert Shaw, the editor of the Review of Reviews. He said to me that the idea of my talk was new. When I reminded him of Solomon's well-known saying, he replied that at any rate it was new enough to make a suitable article for his magazine. He asked me to write the article and I said I would. Ideas, like many other things, have a tendency to expand, and in the writing my theme grew beyond the limits of the Review of Reviews, for they seldom print an article of more than twenty-five hundred words and I found I had ten thousand. Excerpt from Studies in the History of English Commerce in the Tudor Period Nowhere did the vigor of the English people during the Tudor period show itself more clearly than in the field of commerce. This was especially true in the second half of the sixteenth century. Enterprising merchants, bold navigators and speculating nobles and courtiers united to carry expeditions far into previously unexplored parts of the earth, and to open up lines of trade with regions, well known it is true, but in which Englishmen had seldom been seen as visitors and never before as traders. In accordance with the almost universal practice of the time each of these projects led to the organization of a commercial company and the grant to it by the government of extensive chartered rights. The group of studies contained in this volume describe this newly organized trade, so far as it was directed toward the north and northeast. The disappearance of most of the records of the early commercial companies, due in all probability largely to the great fire of London in 1666, leaves the story to be pieced together from scattered materials. Such sources as have been printed have been carefully and critically used in the preparation of these papers. This printed material has been supplemented by reference to such manuscript records as still exist in England. Manuscript records existing in the continental countries and still unprinted remain as a possible source of information not yet utilized. The earliest of the new trading bodies was the Muscovy or Russia Company. Its only predecessors were the Staplers, the Merchants Adventurers, and the Spanish Company.
