The research described in this report assembles a set of tools based on experiences and best practices in a diverse set of states for linking strategic goals to resource allocation and implementation decisions using aspects of asset management. A survey of practices in each of the state DOT's that explores documents and synthesizes both strategic planning processes and asset management was conducted. With input from an expert advisory panel, five states were for detailed analysis. These are Florida, Maryland, Michigan, Montana and Pennsylvania. The model process that results does not represent any particular state, but incorporates elements from all five states. This model process can provide useful guidance to states interested in augmenting their existing process.

The conference provided an opportunity for participants to (a) identify the types of data that are critical for planning and policy analysis; (b) identify data-collection requirements; (c) discuss the appropriate roles of and relationships among federal, state, and local agencies in the context of data collection and dissemination; and (d) review the impact of technological advances on data collection and dissemination. The invitation-only conference included participants from state departments of transportation (DOTs), metropolitan planning organizations (MPOs), and federal agencies providing broad representation of the transportation planning and policy communities. Significant effort was made to include a full spectrum of policy, management, and front-line analysts who have extensive experience in answering policy questions, supporting the planning process, and responding to federal reporting requirements.

Connecting Transportation Decision Making with Responsible Land Use: State and Regional Policies, Programs, and Incentives highlights a growing number of state and regional initiatives aimed at curbing unsustainable land use patterns through the use of targeted transportation funding. Just as a disconnect between transportation decision making and land use planning can develop and continue sprawling urban conditions, the linkage between the two processes can, in contrast, foster responsible growth. This report is intended to provide planning agencies at various levels of government with tools that can be used to strengthen the connection between transportation and land use planning. This report showcases 17 jurisdictions in the United States that have developed policies, programs, and incentives to connect transportation funding with various "smart growth" efforts. These jurisdictions are both state governments and regional planning agencies. The programs reviewed have had varying levels of success and have implemented a range of approaches in order to meet program goals. This variety of approaches shows that there is no single formula for achieving a strong linkage between transportation funding and responsible land use planning. These various approaches show that success in linking transportation planning with land use decision making most likely depends on creating context-specific strategies.
