In Asia, the fisheries sector is important in terms of food security, livelihoods and foreign exchange earnings. However, as in many parts of the world, there are signs that capture fisheries are fully exploited or overfished. Management of fisheries in the region is often hampered by lack of information on the status of fisheries in terms of biological, social, economic, policy and governance aspects. This regional project documents an alarming decline on coastal fishery resources, based on historic research surveys in South and Southeast Asia. Socio-economic analyses and policy reviews highlight the importance of the fisheries sector but also the challenges facing it. Potential interventions to improve fisheries management in the countries are outlined and defined with environmental, socioeconomic and institutional objectives.

"Beyond previous more simplistic approaches, this book takes a giant step towards understanding and translating into people-centered policies the actual position and complexity of fish production in Southeast Asian economies. Tackling how fi sheries and aquaculture are embedded in local and household economies and linked through dynamic supply chains to more distant, even global markets, the book makes essential policy and analytical recommendations. SEARCA and ISEAS have made a major contribution to the intellectual debate and action agenda for Southeast Asian fisheries." Dr Meryl Williams, Chair of the Commission of the Australian Centre for International Agricultural Research

It accommodates two-thirds of the world’s human population and its economic activities have the highest growth rate in the world. This book gives an overview of the state-of-the-art understanding on the drivers, state, and responses to the coastal environmental changes in the Asia and Pacific region. It provides important perspectives on the subject for researchers.

This book focuses on the challenges people face in managing agricultural crops, aquaculture, fisheries and related ecosystems in areas of coastal zones in the tropics of Asia, Africa, Australia and South America. Challenges arise from conflicts in the use of natural resources among different stakeholders. Through many case studies, the book discusses the nature of these conflicts and identifies what is known and not known about how to manage them. Case studies include: · trade-offs between enhancing agricultural production and maintenance of rural livelihoods and aquatic biodiversity.· lessons learnt from the conversion of mangrove forests to shrimp farms.

Besides the erroneous assumption that tropical fisheries are ‘open access’, the cases demonstrate that pre-existing systems (1) are concerned with the community of fishers and ensuring community harmony and continuity; (2) involve flexible, multiple and overlapping rights adapted to changing needs and circumstances; (3) that fisheries are just one component of a community resource assemblage and depend on both the good management of linked upstream ecosystems and risk management to ensure balanced nutritional resources of the community; and (4) pre-existing systems are greatly affected by a constellation of interacting external pressures.
