In Global Political Economy and the Modern State System Tobias ten Brink contributes to an understanding of the modern state system, its conflicts, and its transformation. In contrast to the political attractiveness of optimistic theoretical approaches to globalisation, this book demonstrates how an analytical approach rooted in Global Political Economy (GPE) helps to explain both the tendencies towards integration and towards rivalry in international relations. By way of a historical reconstruction of different ‘world order’ phases in the twentieth century, ten Brink analyses multiple, phase-specific variations of socioeconomic and geopolitical conflicts that are significant for the modern capitalist world system. Revised edition of Geopolitik. Geschichte und Gegenwart kapitalistischer Staatenkonkurrenz, Verlag Westfälisches Dampfboot, Münster, 2008.

This text offers a rethinking of the field of international political economy in an era of growing but uneven globalization. Even as global integration advances, states play central roles as partners with the largest of global firms, as the catalysts of competitiveness and economic growth, as the creators of global institutions, and in promoting and responding to global interdependence. Indeed, the struggle for power and wealth within and among states underscores the primacy of politics in understanding current realities. At the same time, new issues and actors complicate the global agenda as it expands to address the environment, global health, and food security. By offering a clear explanation of basic concepts, contextualizing the presentation of theoretical debates, and placing current events in historical context, International Political Economy ensures students a deep understanding of how the global economy works and the ways in which globalization affects their lives and those of people around the world. Key Content and Features Engages debates over the reach and significance of globalization. Examines the sources and consequences of global financial instability. Explores the origins and consequences of global inequality. Compares various strategies of development and state roles in competitiveness. The growing interconnectedness of national economies and an expanding awareness of global interdependence in the 1990s have generated lively debate over the future of national governance. In a world of mobile capital, are states vital to the social and economic wellbeing of their citizens? A number of changes in the state's domestic and international environment - ranging from regulatory reforms and welfare state restructuring to the proliferation of intergovernmental agreements - have promoted the view that globalisation has a negative impact, compromising state capacities to govern domestically. This book challenges the 'constraints thesis'. Covering vital areas of state activity (welfare, taxation, industrial strategy, and regulatory reform), the contributors focus on a range of issues (finance, trade, technology) faced by both developed and developing countries. The contributors argue that globalisation can enable as well as constrain, and they seek to specify the institutional conditions which sharpen or neutralise the pressures of interdependence.

This exciting book provides an illuminating account of contemporary globalisation that is grounded in actual transformations in the areas of production and the workplace. It reveals the social and political contests that give 'global' its meaning, by examining the contested nature of globalisation as it is expressed in the restructuring of work. Rejecting conventional explanations of globalisation as a process that automatically leads to transformations in working lives, or as a project that is strategically designed to bring about lean and flexible forms of production, this book advances an understanding of the social practices that constitute global change. Through case studies that span from the labour flexibility debates in Britain and Germany, to the strategies and tactics of corporations and workers, the author examines how globalisation is interpreted and experienced in everyday life. Contestation, she argues, is about more than just direct protests and resistances. It has become a central feature of the practices that enable or confound global restructuring. This book offers students and scholars of international political economy, sociology and industrial relations an innovative framework for the analysis of globalisation and the restructuring of work.

Today's China is governed by a new economic model that marks a radical break from the Mao and Deng eras; it departs fundamentally from both the East Asian developmental state and its own Communist past. It has not, however, adopted a liberal economic model. China has retained elements of statist control even though it has liberalized foreign direct investment more than any other developing country in recent years. This mode of global economic integration reveals much about China’s state capacity and development strategy, which is based on retaining government control over critical sectors while meeting commitments made to the World Trade Organization. In China's Regulatory State, Roselyn Hsueh demonstrates that China only appears to be a more liberal state; even as it introduces competition and devolves economic decisionmaking, the state has selectively imposed new regulations at the sectoral level, asserting and even tightening control over industry and market development, to achieve state goals. By investigating in depth how China implemented its economic policies between 1978 and 2010, Hsueh gives the most complete picture yet of China's regulatory state, particularly as it has shaped the telecommunications and textiles industries. Hsueh contends that a logic of strategic value explains how the state, with its different levels of authority and maze of bureaucracies, interacts with new economic stakeholders to enhance its control in certain economic sectors while relinquishing control in others. Sectoral characteristics determine policy specifics although the organization of institutions and boom-bust cycles influence how the state reformulates old rules and creates new ones to maximize benefits and minimize costs after an initial phase of liberalization. This pathbreaking analysis of state goals, government-business relations, and methods of governance across industries in China also considers Japan’s, South Korea’s, and Taiwan’s manifestly different approaches to globalization.
