Few political concepts are as emblematic of our era as democratic accountability. In a time of political and economic turmoil, in which global forces have destabilized conventional relations of political authority, democratic accountability has come to symbolize both what is absent and what is desired in our polity. Situated at the intersection of democratic theory and international studies, Accountability and Democracy provides an in-depth critical analysis of accountability. Through an engagement with several key democratic traditions, both ancient and modern, the book paints a rich picture of democratic accountability as a multi-dimensional concept harboring competing imperatives and diverse instantiations. Contrary to dominant views that emphasize discipline and control, Craig Borowiak offers an original and refreshing view of democratic accountability as a source of mutuality, participation, and political transformation. He both creatively engages conventional electoral models of accountability and moves beyond them by situating democratic accountability within more deliberative, participatory and agonistic contexts. Provocatively, the book also challenges deep-seated understandings of democratic accountability as an expression of popular sovereignty. Borowiak instead argues that accountable governance is incompatible with all claims to ultimate authority, regardless of whether they refer to the demos, the state, or cosmopolitan public law. Rather than conceiving of democratic accountability as a way to legitimize a secure and sovereign political order, the book contends that destabilization and democratic insurgence are indispensable and often neglected facets of democratic accountability practices. Public accountability is critical to a democracy. But as government becomes ever more complex, with bureaucracy growing ever deeper and wider, how can these multiplying numbers of unelected bureaucrats be held accountable? The answer, more often than not, comes in the form of inspectors general, monitors largely independent of the management of the agencies to which they are attached. How, and whether, this system works in America is what Nadia Hilliard investigates in The Accountability State. Exploring the significance of our current collective obsession with accountability, her book helpfully shifts the issue from the technical domain of public administration to the context of American political development. Inspectors general, though longtime fixtures of government and the military, first came into prominence in the United States in the 1970s in the wake of evidence of wrongdoing in the Nixon administration. Their number and importance has only increased in tandem with concerns about abuses of power and simple inefficiency in expanding government agencies. Some of the IGs Hilliard examines serve agencies chiefly vulnerable to fraud and waste, while others, such as national security IGs, monitor the management of potentially rights-threatening activities. By some conventional measures, IGs are largely successful, whether in savings, prosecutions, suspensions, disbarments, or exposure of legally or ethically questionable activities. However, her work reveals that these measures fail to do justice to the range of effects that IGs can have on American democracy, and offers a new framework with which to evaluate and understand them. Within her larger study, Hilliard looks specifically at inspectors general in the US Departments of Justice, State, and Homeland Security and asks why their effectiveness varies as much as it does, with the IGs at Justice and Homeland Security proving far more successful than the IG at State.

This project outlines the existence of neoliberal multiculturalism and identifies the implications and limitations of its practice. Neoliberal multiculturalism involves the institutionalization of group autonomy by the state to download responsibility to jurisdictions that have historically lacked sufficient fiscal capacity and have been hampered by colonialism in the development of the political capacity necessary to fully meet the requirements entailed by the devolution. At the same time, this practice releases the formerly responsible jurisdiction from the political burden of the policy area(s) despite its continued influence and effect. As demonstrated by my analysis of the Indigenous child welfare devolution that has occurred recently in Manitoba, neoliberal multiculturalism therefore involves a certain kind of "privatization"--That is, it involves the appearance of state distance from said policy area. This practice problematizes the traceability of power and decision making while at the same time it co-opts and in many ways neutralizes demands from critics of the state by giving the appearance of state concession to these demands. In response to the dangers of neoliberal multiculturalism, I situate multiculturalism in a robustly political model of democratic multi-nationalism (characterized by both agonism and deliberation) in order to combat multiculturalism's tendency simply to rationalize "privatization" and to enhance democratic accountability. My approach goes beyond dominant constructions of group autonomy through group rights by emphasizing that autonomy is a relational political practice rather than a resource distributed by a benevolent state. Building on my analysis of Indigenous autonomy and the unique challenges that it presents for traditional democratic practices, I outline a contextually sensitive, case-specific employment of what I term "democratic multi-nationalism". This approach conceives of Indigenous issues as inherently political in natur.
