This volume of Clerical and Sales Occupations standard time data is one of several volumes included in the Defense Work Measurement Standard Time Data Program (DWMSTDP). It provides a single DoD source of clerical standard time data to be used in the economical development of labor standards for: Organizations, functions, or activities whose primary mission is clerical in nature, e.g., Finance, Data Processing, and Personnel Administration. Clerical jobs which are a part of organizations, functions, or activities whose primary mission is not clerical in nature, e.g., clerks, typists, and keypunch operators. Elements of work performed by personnel whose primary job is other than clerical but who do clerical work as a part of their job, e.g., filing of shop orders, filling out forms, sorting documents, and telephoning. This publication applies to all military services and defense agencies. The data contained herein will be used to the maximum extent possible in the development of labor performance standards in compliance with DoD Directive 5010.31 and DoD Instruction 5010.34.

The purpose of this manual is to standardize instructions, methods, terminology and standard time data applicable to work measurement and the development of labor performance standards. The use of this manual is intended to: a. Maximize the productivity of industrial/management engineering personnel by providing a more rapid means of establishing labor performance standards and eliminating duplication in labor performance standards development. b. Foster the increased use of engineered performance standards by making available standard time data of stated accuracy and reliability structured for maximum ease of application. c. Promote appropriate application of more efficient methods of performing work. d. Provide uniformity in labor performance standards development by standardizing the application of various work measurement techniques. e. Facilitate communication by providing common terminology and definitions.

This volume of Universal Standard Time Data is one of eleven volumes included in DWMSTDP. It is termed "Universal" because it provides a single DOD source for standard time data elements which can be used in the development of labor standards in several occupation categories. This publication applies to all military services and defense agencies. The data contained herein will be used to the maximum extent possible in the development of labor performance standards. The Universal Standard Time Data contained in this volume are to be applied in accordance with the general instructions contained in the Basic Volume and the specific instructions contained in this volume. All newly developed or existing Universal Standard Time Data elements not now included herein should be submitted with back-up motion pattern analysis to the Defense Industrial Resources Support off ice (DIRSO), for review, coordination, and inclusion in the updating changes to this volume. This volume of Bench Work Occupations Standard Time Data is one of ten volumes of standard time data in the 11 volume series included in DWMSTDP. Bench Work Occupations as categorized by the Department of Labor includes those occupations concerned with the use of body members, handtools, and bench machines to fit, grind, carve, mold, paint, sew, assemble, inspect, repair, test, and similarly work relatively small objects and materials, such as metal products, electronic components, electrical appliances, instruments, footwear, and garments. The work is usually performed at a set position in a mill, plant, or shop, at a bench, worktable, or conveyor. At the more complex levels, workers frequently read blueprints, follow patterns, use a variety of handtools, and assume responsibility for meeting standards. Workers of the less complex levels are required to follow standardized procedures.

This volume of DoD 5010.15.l-M, Standardization of Work Measurement, is one of a series published under the authority of DoD Directive 5010.15, Defense Integrated Management Engineering System (DIMES). It provides standard time data for Structural Occupations as classified by Department of Labor codes and includes guidelines for uniform application. Some of the tasks covered in these occupations are assembly of aircraft and vehicles, sheet metal work and welding. Others are oriented to the building trades and include masonry, carpentry, plumbing, and other related occupations. Maximum use of the guidelines and standard time data is mandatory at each Department of Defense activity where Labor Performance Standards are developed and applied. All of the included standard time data have been reviewed and approved by a Joint Service/Agency Standard Time Data Group prior to publication.
