Representational government is not authentic democracy. The American Constitution cannot defend us from socioeconomic domination by centralized power. Independence means that people organize among themselves in order to meet all of their existential needs, which include more than preserving corporal survival. It means actualizing a better civil and civic organization, and adding to that a civic-economic organization (explained in my other writings) in order to afford every child the support needed to grow as individuated people. The genius my father contributed is the means of making consensus-based decision making processes a structured organization in conjunction with mutual banking, and its production-based economy, which as an organization must expand, or perish. That inbuilt expansive component is what distinguishes DESO from all other attempts to create a better lifestyle. By forcing decentralization to expand, as a structural component, consequent of consensus-based organization and its mutual banking, and its production-based economy, it will compete with mass centrist society for members, because living in real, sovereign community provides a better quality of life; a better culture. In the United States and other western nations, debates rage over whether welfare, medical care, educational programs, and many other aspects of public policy should be the responsibility of central govern ment, local government, or the private sector. In most nations, the issues of regional autonomy and decentralization are constantly in the news, with intensity varying from mild debate to open warfare. Less visibly, battles are continuously fought in the political arena over what groups should have the right to make decisions concerning the allocation of soci ety's resources. In response to these concerns, social scientists have focused consider able attention on the causes and consequences of centralization and de centralization in political, economic, and social organizations. Much of the scholarly and professional literature on development focuses either on the ‘macro’ level of national policies and politics or on the ‘micro’ level of devel- ment projects and household or community socio-economic dynamics. By contrast, this collection pitches itself at the ‘meso’ level with a comparative exploration of the ways in which local institutions – municipalities, local governments, city authorities, civil society networks and others – have demanded, and taken on, a greater role in planning and managing development in the Latin American region. The book’s rich empirical studies reveal that local institutions have engaged upwards, with central authorities, to shape their policy and resource environments and in turn, been pressured from ‘below’ by local actors contesting the ways in which the structures and processes of local governance are framed. This book analyzes decentralisation, regional development paths and success factors in different governance sectors in Ghana, the Philippines, Tanzania and Chile, and discuss overarching aspects of relevance. Decentralisation, which refers to the delegation of administrative responsibilities, political decision-making and fiscal powers to lower levels of government, is now considered one of the most efficient engines of development. In Sub-Saharan Africa decentralised states have made more progress in reducing poverty than those states with lower decentralisation scores. But in many countries, decentralisation is still considered a ‘work in progress’ with unsatisfactory results. From a spatial point of view, the link between decentralisation and regional and district development is particularly interesting. Both in the North and in the South, regional or district development is seen as holding the potential for advancing social and economic development, and even more so in decentralised political settings. Space-based networks at the regional or district level are considered instrumental for responding to locally specific challenges, e.g. in areas lagging behind economically.

The study at hand gives a new approach for explaining the existence of shadow economy by forming a regression model with the size of shadow economy as a dependent variable and indicators of social capital and fiscal decentralization as independent variables. For shadow economy data, MIMIC model results from Friedrich Schneider et al. were used, whereas the World Values Survey and the European Values Study delivered data on social capital. Fiscal decentralization was described with government finance statistics from the IWF. Methodically, the model bases on an OLS regression including several indicators for social capital and fiscal decentralization and also interaction terms between these two. Results show that the influence of social capital is of a mixed nature: whereas the membership in some organizations has a positive effect on the existence of shadow economy, other organizations are more likely to have a negative impact. Trust as an important indicator seems to have a negative relation to shadow economy, in general. Furthermore, fiscal decentralization appears to enforce a generally positive effect of memberships on the shadow economy, whereas the negative influence on trust increases with fiscal decentralization.
