Volume II describes the conceptualization of a computer simulation model for evaluating the effects of various countermeasures in rural EMS systems. The design of RURALSIM permits decision makers to examine an existing EMS system and to determine the potential changes in the system that would occur as the result of introducing specific options or countermeasures. The concept development for the simulation model takes into consideration such factors as the potential demand by various patient types; e.g., cardiac, trauma, obstetrics, burn, etc., for EMS services.

RURALSIM also permits evaluation of an EMS System response to changes in EMS demand such as occur with seasonal fluctuations in populations in resort areas or to sudden surges in demand resulting from multiple injury accidents at a mine or industrial site. Under separate sponsorship, RURALSIM was modified for evaluation of urban systems and used to evaluate 18 different resource allocation alternatives for a large Northeast city (population 700,000). The results of this application of EMS simulation to an urban area also are contained in this report.
