This paper examines the Regional Coordinating Mechanism (RCM) for the implementation of the SIDS development agenda in the Caribbean1, with a view towards determining its future articulation. The paper outlines the RCM concept and its historical context and examines the continued relevance of the RCM in light of the changing multilateral framework for SIDS development. The current status of the RCM is reviewed and the required legal and administrative context for a renewed RCM is discussed. The paper also presents recommendations for the future operation of the RCM.

The Small Island Developing States (SIDS) agenda for sustainable development has as its foundation the Barbados Programme of Action (BPoA 1994), the Mauritius Strategy for Further Implementation of the BPoA (MSI 2005) and more recently the SIDS Accelerated Modalities of Action (SAMOA Pathway 2014). These agreements representing 25 years of continual focus are the SIDS sustainable development blue prints.With the objectives of positioning and maintaining a strategic SIDS focus across sustainable development agendas, this paper re-examines the Regional Coordinating Mechanism of the Caribbean Development and Cooperation (CDCC- RCM)1 in its historical context and analyses recommendations put forth during recent meetings of the CDCC. In doing so, the paper makes the case that a revitalized CDCCRCM could serve as a uniquely Caribbean Mechanism to promote sustained implementation of the SIDS sustainable development agenda in this subregion and provide preparatory support for the annual meeting of the Forum of Countries of Latin America and the Caribbean on Sustainable Development.

The 2030 Agenda underscores the importance of a strengthened institutional framework at the national and regional levels that integrates the three dimensions of sustainable development. This study provides an overview of integrated decision-making processes in Caribbean countries and the role that national institutions play in supporting systematizing integrated decision-making for sustainable development, including in the implementation of the Sustainable Development Goals (SDGs), with focus on eight Caribbean Small Island Developing States (SIDS): Antigua and Barbuda, the British Virgin Islands, Dominica, Grenada, Jamaica, Saint Lucia, Saint Vincent and the Grenadines, and Trinidad and Tobago. The study identified some innovative good practices, scalable at the subregional level, designed to support integrated decision-making and coordinated implementation and follow-up of national and international development frameworks at all levels, as well as the mainstreaming of SDGs into national and subnational policies that are integrated across sectors. These practices may also help in improving the clarity of institutional roles and responsibilities among government agencies involved in the implementation of 2030 Agenda. All eight countries covered in this study have established or are in the process of establishing sustainable development frameworks, adopting the principles of multi-sector and inter-ministerial collaboration. Key elements of strategic integration at national level adopted by Caribbean countries include: Integrated development plans and strategies; Coordination mechanisms (Horizontal and Vertical); Participatory processes; Geographical Information Systems (GIS) and Access to information; Monitoring and Evaluation.

The 2012 UNEP Foresight Process on Emerging Global Environmental Issues primarily identified emerging environmental issues and possible solutions on a global scale and perspective. In 2013, UNEP carried out a similar exercise to identify priority emerging environmental issues that are of concern to the Small Island Developing States (SIDS). The social and economic emerging issues were also identified using the same set of criteria. At the core of the process was a SIDS Foresight Panel consisting of 11 SIDS experts (for the UNEP Panel) and 12 experts (for the UN DESA Panel) from the three SIDS regions, representing the global SIDS community and a wide range of disciplines. The process was designed to open the discussion on emerging environmental issues to a broad range of views both from the Foresight Panel and a wider community of relevant experts from across the globe. Through the Foresight Process, separate lists of 20 environmental and 15 socioeconomic emerging issues were identified and discussed in this report.
