As we approach a historic tipping point in the global trend toward urbanisation – within two decades urban dwellers will increase from 49% to 60% of the planet’s population – this book identifies and addresses a critical problem: water. The editors show how cities can shift from being water consumers to resource managers, applying urban water management principles to ensure access to water and sanitation infrastructure and services; manage rainwater, wastewater, storm water drainage, and runoff pollution; control waterborne diseases and epidemics; and reduce the risk of such water-related hazards as floods, droughts and landslides. The book explores the Multiple-Use Water Services (MUS) paradigm, offering a section on the MUS approach and a means of calculating the value of MUS systems, as well as tools and resources to support decision-making. Case studies illustrate MUS in selected urban and rural contexts. Each case study breaks out the challenges, policy framework, benefits, benchmarks, lessons learned (success and failures) and potential next steps. The contributors consider the main options for applying the Multiple-Use Water Services (MUS) paradigm, breaking down its components and offering cost-benefit analyses along with challenges and considerations for both the short and long term. Also discussed are methods by which mutual interactions of water infrastructure and vegetated areas are taken into account in the synergy of spatial planning and optimised modelling of ecosystems’ performance indicators. This method of planning should make future developments cheaper to build; their users will pay lower utility bills for water, energy and heating. These developments will be more pleasant to live in and property value would likely be higher. Rethinking Smart Urbanism is an empirical exploration of the multiple ways in which cities and infrastructures are constructed and reconstructed through ICT innovation and appropriation. Drawing on the case of Kenya’s capital, Nairobi, the study explains existing infrastructure constellations through countervailing processes and rationalities in the context of splintered urbanism. In doing so, the study examines the relationship between urban plans and digital infrastructure development, place-based contexts that shape digital infrastructures, and the extent to which these infrastructures facilitate utility companies’ ambitions of extending centralized networks to new territories. It draws on the theoretical and empirical base of urban and infrastructure studies, particularly in the fields of smart urbanism, postcolonial urbanism, and Science and Technology Studies. Methodologically, the study adopts a qualitative research design and presents in-depth case studies that combine ethnographic methods with a thorough investigation of written sources. "In 2015, UNICEF and the World Health Organization reported that over 90% of the world's population used improved drinking water sources. But new research suggests the indicators used by UNICEF/WHO grossly overestimated the state of water access, especially in cities of the global south. Analysis of 15 cities shows that vast segments of the urban population in the global south lack access to safe, reliable and affordable water. On average, almost half of all households in the studied cities lacked still lack access to piped utility water. The new analysis featured in this paper also illustrates that piped utility water is the least expensive option for most households. But reliability is crucial. Among those households that were connected to piped water in the analyzed cities, most received intermittent service, which results in contaminated water. Households that are not connected rely on self-provision or private water vendors, which are up to 50 times more expensive than public water. The paper argues that decades of attempts to increase the private sector's role in water provision and to corporatize water utilities have not adequately improved access--especially for the urban under-served--and have led to issues of affordability and regularity/reliability being ignored. The paper explores what cities can do to ensure more equitable access to safe, reliable and affordable water, while facing down major trends affecting water access, including population growth, degraded and depleted water sources, and climate change. It highlights four key action areas for cities to improve water access: extend the formal piped water network, address context-specific causes of intermittent water service, pursue diverse strategies to make water affordable with special considerations for low-income consumers, and support informal settlement upgrading"--Publisher's description.
