This report describes police field procedures and their relevant supporting activities. Each of the thirteen sections describes standard practices which modern police departments should now be employing. Each section suggests new procedures which have been field tested and which can be adopted by police departments if the procedures appear to meet local conditions. There are pilot projects or other tests of novel procedures proposed. While these are promising, they have not yet been sufficiently tried out and evaluated to enable assessment of their general merit. In addition, the sections may explore general problems and discuss broad issues relevant to the successful application of field procedures and the effectiveness of law enforcement itself.

Patrol Field Problems and Solutions was developed as an operational manual for law enforcement officers working in the field. Because policies and regulations are always changing in police agencies, this guide offers timely solutions to problems and situations commonly encountered in the field. Criminal acts with which law enforcement officers must deal range from that of a serial killer or rapist to petty theft and vandalism by juveniles. This book offers case examples together with solutions to promote the best possible action by police. Topics include domestic violence situations, traffic violations, federal offenses, child abuse, sex offenses, hate and bias crimes, and substance abuse as it relates to criminal activity. There are guidelines for search and seizure procedures, dealing with mentally impaired individuals, working with youthful offenders, and protocol for finding wanted and missing persons. Crime scene investigation is explained as well as working in cooperation with other agencies. This book can be used as a training manual for new recruits and as a method for evaluating performance of officers already working in the field.

This report provides suggestions for overall improvement in delivery of police services for greater protection against crime. The National Advisory Commission on Criminal Justice Standards and Goals considers the patrolman the primary force in reducing and preventing crime and thus directs its report recommendations toward increasing police effectiveness. Suggestions for improvements in police functions are presented in the areas of community, planning and organization, technology and support services, fiscal management, and coordination with other criminal justice agencies. These proposals appear in the form of more than 120 specific standards and recommendations that spell out where, why, and how these improvements can and should be made in the police segment of the criminal justice system. Report on police is a reference work for the practitioner -- patrolman to police chief -- as well as for the interested layman. Before implementing any of the changes advocated, police departments are advised to detail the legal limits of police authority and develop guidelines for the exercise of that authority. In order to improve cooperation between the police and the community it is suggested that police agencies establish a specialized unit for maintaining communication with citizens. Each police department should encourage and participate in neighborhood security programs and establish procedures to facilitate processing of complaints. Suggestions for more effective utilization of manpower include continued consolidation, stricter personnel requirements, increased employee benefits, and the employment of more women, minorities, and civilians in police work.
