Unlike some other reproductions of classic texts (1) We have not used OCR(Optical Character Recognition), as this leads to bad quality books with introduced typos. (2) In books where there are images such as portraits, maps, sketches etc We have endeavoured to keep the quality of these images, so they represent accurately the original artefact. Although occasionally there may be certain imperfections with these old texts, we feel they deserve to be made available for future generations to enjoy.

Excerpt from The International Protection of Labor Previous to the World War the United States was thought by many to be fully a generation behind Europe with respect to various phases of labor legislation. Certain it is that the United States was among the most backward of great nations in taking part officially in the international regulation of labor conditions. It is the purpose of this book to describe the movement for inter national labor legislation, to present the labor agreements that have resulted therefrom, and to endeavor to Show the legislative developments that may enable the United States to do more than it has heretofore done towards treating labor problems in an international way. Excerpt from Report on the Labor Laws and Labor Conditions of Foreign Countries in Relation to Strikes and Lockouts The statement was made to me by a leading Russian professor of political economy, Who'is an authority on the Russian labor question, that the Minister of the Interior refused to grant a certain employer permission to make certain wage concessions to his employees on the ground that to do so would encourage other wage-earners to make demands and thus lead to possible strikes. This new report provides a framework within which to assess compliance with core international labor standards and succeeds in taking an enormous step toward interpreting all relevant information into one central database. At the request of the Bureau of International Labor Affairs at the U.S. Department of Labor, the National Research Council's Committee on Monitoring International Labor Standards was charged with identifying relevant and useful sources of country-level data, assessing the quality of such data, identifying innovative measures to monitor compliance, exploring the relationship between labor standards and human capital, and making recommendations on reporting procedures to monitor compliance. The result of the committee's work is in two partsâ€"this report and a database structure. Together, they offer a first step toward the goal of providing an empirical foundation to monitor compliance with core labor standards. The report provides a comprehensive review of extant data sources, with emphasis on their relevance to defined labor standards, their utility to decision makers in charge of assessing or monitoring compliance, and the cautions necessary to understand and use the quantitative information.
