Excerpt from Report of the Principal of the State Normal School: Shewing the Condition of the Public Schools of Maryland; With the Reports of the County School Commissioners, for the Year Ending September 30, 1868 The School Law requires that the Principal of the State Normal School shall "on or before the fifteenth day of January, in each and every year, make a report to the Governor of the condition of the schools of the State, a statement of the apportionment of money to the counties and the city of Baltimore for the support of schools, an abstract of the reports received from County School Commissioners, and shall make such suggestions for the improvement of the schools and the advancement of public education as he shall deem expedient." The Condition Of The Schools. The Constitution of Maryland, adopted in 1867, provided that the Public School system then in operation should continue to the close of the next session of the Legislature, and should then expire, except in so far as it should be adopted or continued by the General Assembly. It was morally certain that the school system of 1865 would neither be adopted nor continued by the General Assembly of 1868; but how far it would be changed, or what kind of substitute would be provided, it was impossible to conjecture. The schools thus entered upon their new year in September, 1867, surrounded by an uncertainty as to the future which was calculated to embarrass and discourage both Commissioners and Teachers. Consequently, the statistics of the year show but little improvement on those of the preceding. The schools have perhaps held their own, and that is all. Nor is this to be wondered at. Excerpt from Report of the Principal of the State Normal School: Shewing the Condition of the Public Schools of Maryland, With the Reports of the County School Commissioners, for the Year Ending September 30, 1869 It may he remarked, in explanation of this fact, that in some instances the School Boards neglected to require the County Commissioners to levy any tax; in some instances the County Commissioners refused to levy it when required; in some cases the School Board neglected to ask as much as was really needed and in some cases the County Commis sioners refused to levy all that was demanded. Serious com plaint has also been made that in several counties the tax, when collected, has not been promptly paid over to the treas arer of the School Commissioners. Add to this that the Free School Fund has been diminished by the action of the Banks, and that the receipts from the State School tax for the year have been smaller than was expected, being in 1869, against $412,088.28in 1868 or, ex cluding Baltimore City, in 1869, against $296, in 1868.
