Attached is the final report of the DSB/DPB Task Force on Theater Missile Defense (TMD). Significant TMD policy, budget and program initiatives were undertaken during our deliberations, and thus we make no pretense at having kept up with these moving targets. The report, reflecting guidance the Task Force received when we delivered an interim report last year, focuses on four topics: coping with uncertainties about futures paths of the theater missile threat, demarcation between theater and strategic missile defenses, meeting the challenge of developing joint TMD, and lastly, setting priorities for specific TMD programs and projects.

The report highlights the progress that the Task Force found in TMD since the Gulf War, but also raises concerns about current deficiencies The Task Force addressed the problem of coping with uncertainties about the future threat Its sensible recommendations about threat modeling, red teaming and hedging are not limited to TMD, but applicable to much of DoD's development activities The Task Force also tackled the controversial subject of the ABM Treaty and its effect on theater missile defenses Subsequent to its interim report, which expressed strong concerns about the demarcation path the US was on, the US has modified its course which now may be closer to the Task Force's recommendations The Task Force remains concerned, and recommends energetic involvement by Policy and Acquisition leadership to overcome the tendencies to establish unnecessary ceilings on TMD system performance.

The Terms of Reference (TOR) for the Task Force focused on defense against regional-level adversary ballistic missiles. It directed the Task Force to consider both technology issues and architectural constructs to accomplish 'Early Intercept' (defined in the TOR as that interval in a ballistic missile's flight between thrust termination and final deployment of warhead(s) and/or countermeasures). In February 2010, the Department of Defense issued a key document that comprehensively outlined the objective of the Nation's ballistic missile defense program (Ballistic Missile Defense Review Report, February 2010). This document clearly spelled out the top priority role of regional ballistic missile defense wherein the U.S. committed itself to defend not only our military assets overseas, but also to provide missile defense assistance to our 'allies and partners.' The U.S. has many allies and partners worldwide, so there is a wide range in the difficulty of achieving defensive coverage of their territories. The collection of allies in Europe represents the largest land mass to cover, and the Task Force devoted much of its analytics to this European theater. However, in examining the issues related to EI in the context of the Phased Adaptive Approach (PAA) in Europe (EPAA), the Task Force additionally considered a different kind of 'EI' from that spelled out in the TOR, namely the issues related to using regional forward-based defenses to get an 'early' shot at intercontinental ballistic missiles (ICBMs) heading to the U.S. Chapter 1 of this report analyzes the benefits and shortfalls of the EI proposition. As a result of the analyses presented in Chapter 1, certain key attributes of effective Regional Defense became evident, as did some key enablers required to achieve an effective defense. Chapters 2 and 3 review those key attributes and technological enablers, respectively. Overall, we conclude that EI per se is not a particularly useful goal or protocol for design of a regional BMD system. There is often confusion as to what EI means; moreover, it is not fundamental as an attribute of effective ballistic missile defense.

This report covers Phase III of the work of the Defense Science Board (DSB) Task Force on Missile Defense. Phase I examined mid-course discrimination. Phase II, a 2002 DSB Summer Study, examined the four issues shown in the chart above. Following completion of the Phase II report, the Director, Missile Defense Agency (MDA) asked the Task Force to examine modeling and simulation (M & S). The Under Secretary Defense for Acquisition, Technology and Logistics (USDAT & L) concurred. The request was further refined to the five areas shown. After a brief introduction, this report will cover each of the five issues in turn.

Events of the past decade provide compelling evidence that the national security environment continues to evolve at a rapid pace and in unpredictable directions. Further, it is clear that meeting the demands of the evolving environment calls for new levels of adaptable military capabilities that, in turn, demand joint forces that are responsive and effective across a range of operations from small scale operations through major theater conflict. In the two most recent major contingencies - Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF) - we have seen new levels of understanding of the need for truly integrated joint capabilities and new levels of innovation in leveraging existing capabilities to achieve the needed level of effectiveness. Lessons Learned activities have verified important shifts in focus leading to a series of emerging concepts for more effectively integrating capabilities.

Time critical conventional strike from long standoff ranges into restricted or denied territory has been an operational, policy, and acquisition challenge for a long time. In situations in which time is not a factor and/or in which sufficient U.S. forces are deployed nearby, the U.S. has demonstrated its ability to strike at identified threats effectively. However, in situations in which time is a factor and no nearby forces are present, only two options are currently available-- nuclear intercontinental ballistic missile systems(ICBMs)/submarine/sea-launched ballistic missile systems (SLBMs) or no military action. This report recommends a course of action to ensure that there is an appropriate, effective time critical conventional strike option in place.
