"This book argues that a resilient region should act reactively and proactively in the face of shocks and disruptions and asserts that the institutionalization of regional cooperation may be the answer to development challenges in times of uncertainty and instability. It considers regional, transregional, and subregional cooperation initiatives for building regional resilience and critically examines a broad spectrum of issues, such as international security and trade, economic development, value chains in production, and social welfare. Adopting the concept of resilience allows for a holistic, dynamic, and systematic approach to the studies on the regional process of institutionalization, responsiveness, and adaptability to challenging circumstances. The economic and social indicators of the countries in the region are examined alongside an analysis of the regional institutional architecture. The reader is acquainted with the essence of resilience concerning each category of challenges and the mechanisms of its achievement and strengthening through regional integration. The interdisciplinary character of the book makes it suitable for usage not only by economists but also by lawyers. As such, the book will be helpful to scholars and students of international economics, international security, as well as policymakers"--

Coming out of an established international graduate student conference organized by the East-West Center, this book presents selected papers written by graduate students from different fields of study. After identifying historical or contemporary issues in each field, these papers propose a framework for resolving these issues, whether through global commitment, regional cooperation, national policy, or local knowledge and practice. The unifying thread of this book is sustaining resilience in the Asia Pacific. We acknowledge this perseverance and try to sustain and disseminate it so that other communities may learn from these practices and experiences. Generally, a volume like this would address the challenge of this region from a security, economics or political perspective. This book hopes to add to the literature on resiliency by addressing these issues from a multidisciplinary and multilevel perspective.

Faced with significant security challenges, in recent years Japan and South Korea have both sought to raise their international profile through peacebuilding, development, humanitarian assistance, and human security. This book assesses the past, present, and future potential of these niche diplomacy initiatives undertaken by Japan and South Korea, largely in Southeast Asia. The book concludes that not only do such nontraditional security channels have the potential to achieve meaningful change for partners and beneficiaries, but they could also form the basis of future confidence-building and security cooperation between Japan and South Korea, which have to date achieved little in the field of traditional security cooperation, despite facing many shared challenges. Working across disciplines and national boundaries, the contributors to this volume argue that policy prioritization in the fields of peacebuilding, development, and human security by Tokyo and Seoul could have the potential to accrue wider benefits not only to the Northeast Asian actors and the Southeast Asian partners, but also to wider regional and even global security communities. At a time when the role of so-called middle powers is receiving increasing levels of attention both domestically and internationally, this book will be of considerable interest to scholars of Japan and the ROK, as well as development, security, and foreign policy researchers more broadly.

The book intents to locate the process and effectiveness of cooperation in East Asia, to regard the construction of the East Asian community as the ideal, to see the contradictions and difficulties in construction as the reality, and to identify the actual development and achievement as the choice and effort between the two. The year of 1997 saw the Asian financial crisis, which turned out to be a disaster but also opened up an opportunity for East Asia to establish cooperation mechanisms. Starting with the crisis, this book examines the origin and development of the East Asian cooperation movement. More importantly, it investigates the obstacles and resistance, and provides insights into the cooperation within East Asia in the context of unstable political environments. Specifically, it expounds the East Asian Free Trade Area, monetary cooperation, as well as the cooperation within Northeast Asian and Asia-Pacific regions.

Institutional activities have remarkably transformed East Asia, a region once known for the absence of regionalism and regime-building efforts. Yet the dynamics of this Asian institutionalization have remained an understudied area of research. This book offers one of the first scholarly attempts to clarify what constitutes institutionalization in East Asia and to systematically trace the origins, discern the features, and analyze the prospects of ongoing institutionalization processes in the world’s most dynamic region. Institutionalizing East Asia comprises eight essays, grouped thematically into three sections. Part I considers East and Southeast Asia as focal points of inter-state exchanges and traces the institutionalization of inter-state cooperation first among the Southeast Asian states and then among those of the wider East Asia. Part II examines the institutionalization of regional collaboration in four domains: economy, security, natural disaster relief, and ethnic conflict management. Part III discusses the institutionalization dynamics at the sub-regional and inter-regional levels. The essays in this book offer a useful source of reference for scholars and researchers specializing in East Asia, regional architecture, and institution-building in international relations. They will also be of interest to postgraduate and research students interested in ASEAN, the drivers and limits of international cooperation, as well as the role of regional multilateralism in the Asia-Pacific region.
