Workplace violence, whether it is defined narrowly to include only violent criminal acts, or broadly to include verbal threats, has long affected retail workers. OSHA developed these recommendations to help late-night retail employers design and implement prevention programs tailored to the workplace violence hazards in their businesses. Existing data, while limited, suggests that late-night retail establishments, such as convenience stores, liquor stores, and gasoline stations, experience relatively high homicide and assault rates. This booklet is meant to provide guidance to retail employers so they may avoid such incidents whenever possible. By recognizing the hazards that lead to violent incidents and implementing appropriate prevention and control measures, employers will improve the safety of their workers. OSHA encourages employers to establish violence prevention programs and to track their progress in reducing work-related assaults. Although not every incident can be prevented, the severity of injuries sustained by workers can be reduced. Adopting practical measures, such as those outlined in this publication, can significantly reduce this serious threat to worker safety.

Background Workplace violence is a serious safety and health hazard in many workplaces. According to the Bureau of Labor Statistics, homicide is the second leading cause of death to American workers, claiming the lives of 912 workers in 1996 and accounting for 15 percent of the 6,112 fatal work injuries in the United States (BLS, 1997). Violent incidents at work also resulted in 20,438 lost work-day cases in 1994 (BLS, 1996). The Department of Justice's National Crime Victimization Survey reported that from 1987 to 1992 almost 1 million persons annually were victims of violent crime at work (Bachman, 1994). These data include four categories: 615,160 simple assaults; 264,174 aggravated assaults; 79,109 robberies; and 13,068 rapes. These victimizations resulted in an estimated 159,000 injuries annually. Violence inflicted upon employees may come from many sources, including customers, robbers, muggers and co-workers. Although workplace violence may appear to be random, many incidents can be anticipated and avoided Even where a potentially violent incident occurs, a timely and appropriate response can prevent the situation from escalating and resulting in injury or death. OSHA believes that all late-night retail establishments can benefit from an examination of their workplaces to determine if workplace violence is a potential hazard for their employees.

Workplace violence can occur anywhere: schools, office buildings, hospitals, or late-night convenience stores. It can occur day or night, inside or outside of the workplace, and it can include threats, harassment, bullying, stalking, verbal abuse, and intimidation. Left unchecked, workplace violence can lead to physical assaults and homicide. This updated edition of The Workplace Violence Prevention Handbook tackles this often overlooked but pervasive problem and provides a comprehensive five-step process for understanding and preventing it. The Workplace Violence Prevention Handbook looks at the extent of the problem, examines some of the myths surrounding it, and provides early warning and detection signs, best prevention polices and proven defusing, protection, and containment techniques and strategies. At the end of each section there are a combination of case studies, scenarios, worksheets, and checklists to assist you in understanding the steps needed to plan, develop, and execute an effective workplace violence prevention program. A workplace violence prevention plan is a must. Apart from the legal and liability issues, it just makes sense to protect the organization’s most valuable assets—the workforce. For many organizations there are added benefits from implementing a violence prevention plan. During the risk assessment phase, you frequently discover areas of vulnerability that can be remedied and practices that can be improved. This can lead to increased productivity and efficiency, which could have an ongoing impact on your bottom line. The biggest benefit, however, is in increased safety for everyone using that workplace.

What are the financial and psychological costs of risky behavior in business to the individuals concerned and their organizations? Risky Business provides a perspective on addictive behaviors such as gambling, drug taking and even addiction to work; criminal behaviors such as theft and corruption; and behaviors such as aggression and violence. The authors then look at their implications to employee and organizational health within the context of the workplace environment; an environment that is often synonymous with psychological demands, stress, long hours, overwork and shortages of staff or other essential resources. An essential guide for occupational psychologists, human resource specialists, risk managers and for researchers in this field.
