Over the past decade, the consumption of bottled water in the U.S. has more than doubled -- from 13 gall./person in 1997 to 29 gall./person in 2007. With this increase have come several concerns over bottled water's quality and safety. For ex., bottled water does not necessarily have lower levels of contamination than tap water. Several org. have raised concerns about a low recycling rate for plastic water bottles. This testimony addresses three issues: (1) the extent to which fed. and state authorities regulate the quality of bottled water to ensure its safety; (2) the extent to which fed. and state authorities regulate the accuracy of labels or claims re: the purity and source of bottled water; and (3) the environmental impacts of bottled water.

"The consumption of bottled water is likely to emerge as a global trend in the coming decades. The expansion of the bottled water industry and rapid growth of bottled water sales has caused serious concerns regarding the possible contamination of bottled water, the impact of its refuse on the environment, and the management of water resources. Some factors accelerating the sales and use of bottled water are complex and multifaceted and involve pollution, values, politics, water shortages, commercial behaviors, consumption behaviors, a widening disparity between the rich and poor within society, and the unfair distribution of resources. Any single solution is unlikely to alter the overall circumstances. However, some relevant issues may be altered or alleviated through individual effort, such as the habit of drinking bottled water. Based on the data collected through surveys and interviews, if the user experience of a reusable water bottle can be improved by increasing its portability, the consumers' intention to use reusable water bottles will increase, resulting in encouragement of the habit of drinking tap water and a decrease in the reliance on bottled water. The more that people drink tap water, then the less that bottled water consumption will negatively affect the environment, society, and the public health."--Abstract.

How and why branded bottles of water have insinuated themselves into our daily lives, and what the implications are for safe urban water supplies. How did branded bottles of water insinuate themselves into our daily lives? Why did water become an economic good—no longer a common resource but a commercial product, in industry parlance a “fast moving consumer good,” or FMCG? Plastic Water examines the processes behind this transformation. It goes beyond the usual political and environmental critiques of bottled water to investigate its multiplicity, examining a bottle of water's simultaneous existence as, among other things, a product, personal health resource, object of boycotts, and part of accumulating waste matter. Throughout, the book focuses on the ontological dimensions of drinking bottled water—the ways in which this habit enacts new relations and meanings that may interfere with other drinking water practices. The book considers the assemblage and emergence of a mass market for water, from the invention of the polyethylene terephthalate (PET) bottle in 1973 to the development of “hydration science” that accompanied the rise of jogging in the United States. It looks at what bottles do in the world, tracing drinking and disposal practices in three Asian cities with unreliable access to safe water: Bangkok, Chennai, and Hanoi. And it considers the possibility of ethical drinking, examining campaigns to “say no” to the bottle and promote the consumption of tap water in Canada, the United States, and Australia.

The Food and Drug Administration (FDA) regulates bottled water under the Federal Food, Drug, and Cosmetic Act as a food and is responsible for ensuring that domestic and imported bottled water is safe and truthfully labeled. Among other things, GAO (1) evaluated the extent to which FDA regulates and ensures the quality and safety of bottled water; (2) evaluated the extent to which federal and state authorities regulate the accuracy of labels and claims regarding the purity and source of bottled water; and (3) identified the environmental and other impacts of bottled water. GAO reviewed FDA data, reports, and requirements for bottled water; conducted a state survey of all 50 states and the District of Columbia; reviewed bottled water labels; and interviewed FDA officials and key experts.
