Recently, there has been an effort to construct more qualitative indicators to measure international labour standards. These indicators include grading by experts, coding of legislation and other textual sources. This paper uses normative indicators to construct country profiles that help to map progress towards decent work. The profiles mostly focus on occupational safety and health (OSH) which analyzes OSH policy, the scope of application, methods of implementation, preventive and protective measures, organizational frameworks, mechanisms and measures, powers, obligations, duties, and rights and migrant workers. The paper also studies surveys sent to member states of the International Labour Organization and secondary sources used to build these country profiles.

Recent years have shown a growing interest by researchers and policymakers for qualitative indicators that measure international labour standards. This has risen because of the growing concern in the economics of labour standards, greater attention to socially responsible investment, and the recognition that quantitative statistics have limited value for analysis. This paper compares its method for qualitative indicators with other constructed indicators relating to trade union rights such as those by the OECD and Freedom House. It addresses definitional validity, reproducibility, and problems with information sources. It concludes that to improve these indicators, the key is to obtain more information sources that provide systematic and detailed information on trade union rights that is consistent across countries and over time. It also suggests including a small number of carefully designed questions into labour force surveys to develop better quantitative indicators of trade union rights.

This new report provides a framework within which to assess compliance with core international labor standards and succeeds in taking an enormous step toward interpreting all relevant information into one central database. At the request of the Bureau of International Labor Affairs at the U.S. Department of Labor, the National Research Council's Committee on Monitoring International Labor Standards was charged with identifying relevant and useful sources of country-level data, assessing the quality of such data, identifying innovative measures to monitor compliance, exploring the relationship between labor standards and human capital, and making recommendations on reporting procedures to monitor compliance. The result of the committee's work is in two partsâ€"this report and a database structure. Together, they offer a first step toward the goal of providing an empirical foundation to monitor compliance with core labor standards.
