The federal agency used public relations techniques to define and promote civilian defense to the American public. The agency also recognized African-Americans as an important public whose participation in home front activities was necessary for national unity. This dissertation studies how the OCD used public relations techniques to make African-Americans feel welcome as they participated in agency sponsored activities during World War II.
