During World War II, President Franklin D. Roosevelt established the Office of Civilian Defense (OCD) to coordinate the protection of the American home front and boost morale. The federal agency used public relations techniques to define and promote civilian defense to the American public. The agency also recognized African-Americans as an important public whose participation in home front activities was necessary for national unity. This dissertation studies how the OCD used public relations techniques to make African-Americans feel welcome as they participated in agency sponsored activities during World War II.
