One of the most vexing foreign policy problems facing the international community today is the case of North Korea. Since the late 1980s, successive leaders of the five Northeast Asian powers have confronted the challenge to little effect. Despite a variety of foreign policy strategies ranging from threats of military force to engagement to benign neglect to engagement within the context of the Six Party Talks, neither the United States, nor South Korea, nor China has succeeded in removing the problems North Korea poses for the international community. As the United States and its allies have tried to deal with these challenges, they have been met with a country whose security and foreign policies appear erratic and unpredictable. North Korea's lack of susceptibility to diplomatic pressure and willingness to engage in provocative actions as part of a brinksmanship strategy makes it a seemingly intractable problem. Policy makers face many questions with no apparent answers. This book is designed to provide the reader with an understanding of the political process and leadership environment in North Korea.

The changes taking place in North Korea's political, military, and economic aspects since Kim Jong-un inherited power, are drawing the world's attention. In particular, as the Kim Jong-un regime places greater importance on the economy, there is a growing international interest as to whether the new economic measures will bring about positive changes in North Korea. Current policies of the North bear many startling resemblances to the reform policies of former socialist countries. At present, the time might not yet be ripe for predicting North Korea's full transition to a market economy. However, the Stalinist state has been placed in an abnormal situation where a planned economy and markets coexist in the country. As it is not likely that the socialist-planned economy would prosper in such a situation, for North Korea, the transition to a market economy is almost inevitable.This report studies the marketization of North Korea and seeks to forecast the possibility of change in its economic system in commemoration of the advent of the new Kim Jong-un regime as well as the tenth anniversary of the “July 1st Economic Reform Measures” in 2012. The advances in marketization are likely to result in the weakening of the state control of North Korean authorities. In addition, the spread of markets suggests the high possibility of transition to a market economy, which occurred previously in socialist states in Eastern Europe and China.

Under Kim Jong-un, North Korea has experienced growing economic markets, an emerging 'nouveau riche,' and modest levels of urban development. To what extent is North Korean politics and society changing? How has the growth of markets transformed state-society relations? This Element evaluates the shifting relationship between state, society, and markets in a deeply authoritarian context. If the regime implements controlled economic measures, extracts rent, and subsumes the market economy into its ideology, the state will likely retain strong authoritarian control. Conversely, if it fails to incorporate markets into its legitimating message, as private actors build informal trust networks, share information, and collude with state bureaucrats, more fundamental changes in state-society relations are in order. North Korea’s economic and security policies imperil both itself and its neighbours. The economy has been contracting for almost a decade, and the regime appears unwilling or unable to arrest the decline. Instead, Pyongyang has resorted to begging for international aid. This approach alone cannot work: fundamental reform is needed; without it, the regime cannot survive. In the meantime, the North’s problems will be destabilising for the region. Pyongyang has secured short-term international humanitarian assistance, but in the long term the South is its best hope for investment and economic help. Despite Pyongyang’s defensive approach to the South, limited commercial arrangements are in place, and may moderate the North’s policies and help to ease the unpredictable consequences of Pyongyang’s collapse. Pyongyang has tried to improve relations with the US in a bid to ease economic sanctions and attract investment. However, the nuclear deal reached with the US in October 1994 – under which the North agreed to give up its ambiguous nuclear programme – is in difficulties. In this paper, David Reese argues that, despite these problems, the North’s neighbours must persevere with engagement policies. At the same time, South Korea and the US must maintain their security posture on the Peninsula. South Korean President Kim Dae Jung’s attempts to establish commercial links with the North need time and patience, and should not be derailed by relatively minor incidents. Both Seoul and Washington must ensure that they coordinate their policies to prevent the North from playing one off against the other. Selectively easing sanctions on a case-by-case basis could allow the North to earn desperately needed hard currency. Although it is difficult for Washington and Seoul to maintain political support for engagement, both should make further efforts to draw the North into making significant policy changes. The US and South Korea should ensure that they involve the interested regional parties in efforts to draw the North into the international community. China has a key role to play in developments on the Peninsula. Both Seoul and Washington should therefore ensure that they work closely with Beijing. While historical sensitivities make it difficult for Japan to play a leading role, Tokyo would be central to the North’s economic recovery, and must not be marginalised. Russia also has a contribution to make to the broader security guarantees which could develop from accommodation between North and South. Ultimately, the course of events on the Peninsula will depend primarily on the North. Pyongyang shows little sign of being prepared to engage constructively with the US and South Korea. As its economy deteriorates, its options will narrow further. Until domestic forces in North Korea shift, the US and its allies should expect a protracted phase of desultory and sometimes destabilising diplomatic manoeuvres by Pyongyang.
