The Transportation Energy Futures (TEF) project examines underexplored greenhouse gas-abatement and oil-savings opportunities by consolidating transportation energy knowledge, conducting advanced analysis, and exploring additional opportunities for sound strategic action. Led by NREL, in collaboration with Argonne National Laboratory, the project's primary goal is to provide analysis to accompany DOE-EERE's long-term transportation energy planning by addressing high-priority questions, informing domestic decisions about transportation energy strategies, priorities, and investments. Research and analysis were conducted with an eye toward short-term actions that support long-term energy goals The project looks beyond technology to examine each key question in the context of the marketplace, consumer behavior, industry capabilities, and infrastructure. This updated fact sheet includes a new section on initial project findings.

Scenarios of new vehicle technology deployment serve various purposes; some will seek to establish plausibility. This report proposes two reality checks for scenarios: (1) implications of manufacturing constraints on timing of vehicle deployment and (2) investment decisions required to bring new vehicle technologies to market. An estimated timeline of 12 to more than 22 years from initial market introduction to saturation is supported by historical examples and based on the product development process. Researchers also consider the series of investment decisions to develop and build the vehicles and their associated fueling infrastructure. A proposed decision tree analysis structure could be used to systematically examine investors' decisions and the potential outcomes, including consideration of cash flow and return on investment. This method requires data or assumptions about capital cost, variable cost, revenue, timing, and probability of success/failure, and would result in a detailed consideration of the value proposition of large investments and long lead times. This is one of a series of reports produced as a result of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency effort to pinpoint underexplored strategies for abating GHGs and reducing petroleum dependence related to transportation.

Ships, trucks, and trains are the backbone of civilization, hauling the goods that fulfill our every need and desire. Their powerful, highly-efficient diesel combustion engines are exquisitely fine-tuned to burn petroleum-based diesel fuel. These engines and the fuels that fire them have been among the most transformative yet disruptive technologies on the planet. Although this transportation revolution has allowed many of us to fill our homes with global goods even a past emperor would envy, our era of abundance, and the freight transport system in particular, is predicated on the affordability and high energy density of a single fuel, oil. This book explores alternatives to this finite resource including other liquid fuels, truck and locomotive batteries and utility-scale energy storage technology, and various forms of renewable electricity to support electrified transport. Transportation also must adapt to other challenges: Threats from climate change, financial busts, supply-chain failure, and transportation infrastructure decay. Robert Hirsch, who wrote the “Peaking of World Oil Production” report for the U.S. Department of Energy in 2005, said that planning for peak world production must start at least 10, if not 20 years ahead of time. What little planning exists focuses mainly on how to accommodate 30 percent more economic growth while averting climate change, ignoring the possibility that we are at, or near, the end of growth. Taken for granted, the modern transportation system will not endure forever. The time is now to take a realistic and critical look at the choices ahead, and how the future of transportation may unfold.

Hitting the Wall examines the combination of two intractable energy problems of our age: the peaking of global oil production and the overloading of the atmosphere with greenhouse gases. Both emerge from the overconsumption of fossil fuels and solving one problem helps solve the other. The misinformation campaign about climate change is discussed as is the role that noncarbon energy solutions can play. There are nine major components in the proposed noncarbon strategy including energy efficiency and renewable energy. Economics and realistic restraints are considered and the total carbon reduction by 2030 is evaluated, and the results show that this strategy will reduce the carbon emission in the United States to be on track to an 80% reduction in 2050. The prospects for “clean” coal and “acceptable” nuclear are considered, and there is some hope that they would be used in an interim role. Although there are significant technical challenges to assembling these new energy systems, the primary difficulty lies in the political arena. A multigenerational strategy is needed to guide our actions over the next century. Garnering long-term multiadministration coherent policies to put the elements of any proposed strategy in place, is a relatively rare occurrence in the United States. More common is the reversal of one policy by the next administration with counterproductive results. A framework for politically stable action is developed using the framework of “energy tribes” where all the disparate voices in the energy debate are included and considered in a “messy process.” This book provides hope that our descendants in the next century will live in a world that would be familiar to us. This can only be achieved if the United States plays an active leadership role in maintaining climatic balance. Transportation has been looked upon as one area where considerable conservation could be achieved because as much as 40% of all energy consumed in the US is used to move goods and people. The participants in this discussion represented a diverse set of viewpoints, which contributed to a lively exchange of views on the problems of transportation and energy conservation.
