A profile of 1994-95 state assessments and reported results on attaining high academic standards as an integral part of reaching the National Education Goals. The National Education Goals Panel believes that reaching Goal 3, Student Achievement and Citizenship, is dependent on the development of rigorous academic standards and sound assessments, and that the most important venues for their development are states and communities. Appendices include state level reading and math achievement data from the National Assessment of Educational Progress (NAWP); survey items; and a glossary.
