The DoD has a well-established program for technical/functional development that features uniform standards across all components. Components are pursuing managerial/leadership development along divergent paths that reflect their unique needs. We have developed an outline to integrate managerial/leadership education and training with the existing technical/functional system. The outline calls for DoD to incorporate the latest advantages in technology to take advantage of the best development practices used by other federal agencies and the private sector. The approach requires no changes in statutes and only minimal modification of existing policy. To implement the ideas presented in the outline, we recommend the Under Secretary of Defense (Acquisition and Technology) establish managerial/leadership competencies to supplement the existing technical/functional standards, establish continuous learning requirements, and work with the components on a number of programming issues.

GAO's continuing reviews of the acquisition workforce, focusing on the Department of Defense (DOD); the Departments of the Army, Navy, and Air Force; the Departments of Veterans Affairs, Energy, and Health and Human Services; the General Services Administration; and the National Aeronautics and Space Administration, indicate that some of the government's largest procurement operations are not run efficiently. GAO found that requirements are not clearly defined, prices and alternatives are not fully considered, or contracts are not adequately overseen. The ongoing technological revolution requires a workforce with new knowledge, skills, and abilities, and the nature of acquisition is changing from routine simple buys toward more complex acquisitions and new business practices. DOD has adopted multidisciplinary and multifunctional definitions of their acquisition workforce, but the civilian agencies have not. DOD and the civilian agencies reviewed have developed specific training requirements for their acquisition workforce and mechanisms to track the training of acquisition personnel. All of the agencies reviewed said they had sufficient funding to provide current required core training for their acquisition workforce, but some expressed concerns about funding training for future requirements and career development, particularly because of budget cuts made recently at the Defense Acquisition University.

This report details the approach to and key elements of conducting pilot tests to provide enhanced incentives for Department of Defense (DoD) acquisition professionals on Acquisition Category I (ACAT I) program management teams. The objective of the tests is to determine whether these incentives can contribute to program success in terms of cost, schedule, and performance. Section 5001 (b) of the Federal Acquisition Streamlining Act (FASA) requires the Secretary of Defense to review the incentives and personnel actions available to DoD for encouraging excellence in the management of defense acquisition programs, and to provide a system of enhanced incentives to facilitate the achievement of cost, schedule, and performance goals. The system is intended to relate pay to performance and to provide for consideration (in personnel evaluations and promotion decisions) of the extent to which an individual's performance has contributed to achieving goals established for major defense acquisition programs. We recommend that 16 pilot programs participate in the test to determine whether enhanced incentives can have a positive impact on program success. This number is the minimum required for collecting enough data to detect statistical differences among the test programs. In stage one, all pilot programs should have successfully implemented the common performance measurement system the Balanced Scorecard-to which incentives will be linked in stage two.

Today in the United States, the professional health workforce is not consistently prepared to provide high quality health care and assure patient safety, even as the nation spends more per capita on health care than any other country.
