This project focuses on the J52-P408 engine repair process and the implementation of the "AIRSpeed" program at the Aircraft Intermediate Maintenance Department (AIMD) at Naval Air Station Whidbey Island (NASWI), WA. The project was conducted with the sponsorship and assistance of Program Executive Office Ships (PEO SHIPS) and Program Executive Office Integrated Warfare Systems (PEO IWS). The goal of this project is to analyze how the leadership of AIMD incorporated Theory of Constraints (TOC), Just in Time (JIT), Lean, Six-Sigma, and Lean-Six-Sigma methodologies in the engine repair process, and examine the effects of its application in relation to repair cycle time and overall readiness level. This report will describe and compare the earlier and the current AIRSpeed engine removal and repair processes, starting from the flight line to the ready for issue (RFI) pool at AIMD. Using simulation modeling tools and private industry production and inventory management philosophies, we will make recommendations for further improvement in the repair process. We will examine how the application of AIRSpeed processes contributes to the mission readiness of the United States Navy and Marine Corps fleet of EA-6B Prowler aircraft, while reducing operation and maintenance cost.

This thesis analyzes the potential for consolidating duplicate maintenance capabilities of Navy Aircraft Intermediate Maintenance Departments (AIMDs) located in the same geographical area. The expected benefits and drawbacks of consolidation are examined. The benefits discussed include manpower reduction, support equipment reduction, inventory reduction, and increased productivity. The drawbacks discussed include increased transportation costs, facilities modification costs, impacts to customer service, additional maintenance management and administrative responsibilities, and reduced military resiliency. The thesis discusses options regarding the organizational and service levels consolidated, candidates for consolidation, locations of consolidated repair capabilities, and management of consolidated items. The thesis also analyzes the commonality in manning, automatic test equipment, and specific component repair capabilities of the two AIMDs located in San Diego, California: Naval Air Station North Island AIMD and Naval Air Station Miramar AIMD.

Faced with an aging Navy air force, the EA-6B, a piece of the aging aircraft inventory puzzle, is included in a mandated program called Integrated Maintenance Concept (IMC.) IMC incorporates a maintenance process called Reliability Centered Maintenance (RCM) to establish and adjust preventative maintenance requirements. The premise of the program is to justify each preventative maintenance action to maintain obsolescent airframes while reducing aircraft out-of-service-time and operating support costs. The implementation of a preventative maintenance program validated by RCM coupled with the fixed period end date (PED) will, in theory, reduce total ownership costs (TOC) to include reduced depot level turn around and scheduled maintenance time. The objective of this thesis is to ascertain how the move from SDLM to IMC is impacting the community from all perspectives and their views on readiness and supportability. To gather data, the researcher conducted on site interviews with key players at all levels of maintenance support. IMC, with the incorporation of RCM justified preventative maintenance actions can positively impact the life of the aircraft. However, to make it possible, the depot field site has to be fully supported and the organizational and intermediate levels manned at appropriate levels and training in structures repair, priority.

The Aircraft Intermediate Maintenance Division (AIMD) at Naval Air Station (NAS) Lemoore, CA, has worked aggressively to reduce engine maintenance time using the tools of the NAVAIR Enterprise AiRSpeed (AiRSpeed) program. AiRSpeed is a system created by the Naval Aviation Readiness Integrated Improvement Program (NAVRIIP) to enable cost-wise readiness across the naval aviation enterprise. AIMD Lemoore has achieved time and cost reductions at the maintenance activity level using AiRSpeed's prescribed tools of Theory of Constraints, Lean, and Six Sigma, but could further improvements be made by changing the organization's structure or management practices? In an effort to answer this research question, AIMD Lemoore teamed with the Naval Postgraduate School's Graduate School of Business and Public Policy to explore organizational modeling as a method for identifying potential modifications to the organization that may improve AIMD performance. Specifically, AIMD leadership focused on improving F414 aircraft engine maintenance by decreasing engine throughput duration. The objective of this effort was to provide the NAS Lemoore AIMD 400 Division with recommendations on how their organization could be restructured to decrease F414 maintenance cycle-time. To meet this objective, NPS developed an organizational model of the 400 Division that described their current F414 maintenance process. This model was then modified to characterize the impact of organizational changes on maintenance cycle-time. This paper is organized into four sections. First, a literature search provides a basis for understanding organizational modeling in general as well as techniques specific to the POWer software employed in this project. The second section discusses the study's research methodology. The third section presents the results of the modeling effort. Finally, section four presents project conclusions and recommendations for restructuring the 400 Division.

We are providing this report for your review and use. We performed the audit as part of our continued effort to review quality assurance for aircraft maintenance. We reviewed quality assurance policies and procedures in effect at intermediate and organizational maintenance levels at Naval Air Station Cecil Field, Jacksonville, Florida, and Naval Air Station Lemoore, Lemoore, California. Audit Results The intermediate and organizational maintenance units we visited had adequate policies and procedures in place for administering and managing quality assurance programs and the maintenance units generally complied with those policies and procedures. We did note instances where the units were not in full compliance with existing policies and procedures. We are providing the details of those instances in this report. We are not providing recommendations at this time. However, your attention to the noncompliance is necessary to ensure that actions are taken to correct the deficiencies. The objectives of the audit were to evaluate the effectiveness of the management and administration of quality assurance policies and procedures for units performing intermediate and organizational level aircraft maintenance and to evaluate applicable internal controls.

One of the key dimensions of the strength of the United States Navy is the readiness of its Naval Air Forces. Readiness is dependent. In large part, on the effectiveness of shore-based Naval Aircraft Intermediate Maintenance Departments (AIMDs). The AIMDs are activities that provide repair support to shore-based aircraft squadrons In the continental United States and provide in-depth backup support for the Carrier Air Groups (CAGs) based on deployed aircraft carriers around the world. The purpose of the present study was to test the Methodology for Generating Efficiency and Effectiveness Measures (MGEEM) introduced and tested by the Air Force Human Resources Laboratory (AFHRL) of the United States Air Force in the Communication and Navigation Equipment Repair Branch of a shore-based AIMD under the Commander, Naval Air Force, United States Pacific Fleet. The intent of the research was to determine whether the use of the MGEEM increased the effectiveness of the Communication and Navigation Equipment Repair Branch of a shore-based Naval AIMD. and to determine whether there is inter-service transportability of the MGEEM by comparing the results of this study performed in the Navy with an Independently-conducted productivity study in an Air Force shop with an identical organizational mission.
