The statement of President Carter that, when civil service reform is installed in our cities, not only do we secure a faithful man for the office, but we get rid of a man who was known before not to serve faith fully but to prostitute the office to a ward boss, was illustrated by the experience of Springfield, Mass., as related by Mr. George A.
