The framework is composed of 3 zones (healthy, cautious, and critical) separated by 2 reference points. The 2nd section reviews the nature of the advice needed to define the boundaries of the zones and what to measure in order to set reference points. The performance of various estimators is reviewed, and the most promising candidates for further work are identified.
