Excerpt from Wages and Hours of Labor in the Clothing and Cigar Industries: 1911 to 1913 In this report are shown the prevailing full-time weekly earnings, full-time hours of labor per week, and rates of wages (or earnings) per hour of employees in the principal occupations in the manufacture of men's factory-made clothing in the United States. The information herein contained was furnished by representative establishments in the leading clothing-manufacturing cities. Figures are given for the years 1911, 1912, and 1913. Earlier reports have presented rates of wages and hours of labor in this industry for the years 1890 to 1907 and for the years 1911 and Data were not collected by this Bureau for the years 1908 to 1910. Full-time weekly earnings in this industry in 1913 were per cent higher than in 1912, and per cent higher than in 1911. Full-time hours of labor per week in 1913 were per cent lower than in 1912 and per cent lower than in 1911. Rates of wages or earnings per hour in 1913 were per cent higher than in 1912 and per cent higher than in 1911. Summary figures for each occupation covered by this report are given in the table below. According to the plan of the table direct comparisons can be made properly only between the data for succes sive years coming from identical establishments. Data from iden tical establishments for successive years are grouped in the table. A greater number of the establishments have been canvassed each succeeding year. The data are for one pay-roll period in each year, generally a pay period in July or August. With few exceptions the pay period ccv ered one week. Excerpt from Fourth Annual Report on Changes in Rates of Wages and Hours of Labor, 1910: With Comparative Statistics for 1907-1909 The objects and methods of the inquiry were so fully described in the report for 1908 that they need be referred to here but briefly. The main purpose of the report is to record from year to year the principal changes which occur in market rates of wages and recognized hours of labor in the most important industries, and to compute the general effect of such changes on the weekly wages bill of the State. The statistical results obtained from inquiries like those presented here are useful chiefly for the purpose of comparing one year with another, and care has accord ingly been taken in this report to present the results in comparative form. While it must be admitted that absolutely complete statistics relating to this subject could scarcely be expected short of a census of all employers of labor in the Commonwealth, it is believed that this report records all of the more important changes in rates of wages and hours of labor which took place in Massachusetts during the year ending December 31, 1910, and that the statistics contained herein fairly reflect the condition of labor in the Commonwealth and illustrate the progressive movement in'the sev eral industries, in so far as this is to be gauged from an upward or down ward trend of wages and hours. Since these statistics are most useful in tracing the operation of the tendencies of the wages market over a period of years, it has. Been deemed desirable to devote considerable space to the comparison of the figures for the four years, 1907 - 1910. The period of four years (1907 - 1910) covered by this and the three preceding annual reports was typical of the various conditions to which industries may be subject, fie, the year 1907, up to November 1, was one of great industrial prosperity; 1908 was a year of considerable depression; 1909 was a year in which the industries were returning to a condition of prosperity; and 1910 may be said to have been a year of generally prosperous conditions, although not perhaps so pros perons as 1907. Excerpt from Time-Rates of Wages and Hours of Labor in Certain Occupations on October 1, 1911 In those industries which were made the subject of special investiga. Tion, the occupations essential or peculiar to the industry are shown as well as other occupations not peculiar and in some ways not essential to the manu factures carried on, and also such general occupations as carpenters, masons, machinists, painters, plumbers, etc, who are usually engaged, not in making the manufactured article, but in building and repairing factories, machinery, and tools, and in adjusting the heating and lighting apparatus, etc. The doing of this work by regular employees rather than by outside contractors appears to be generally prevalent in all but the smaller establishments. Helpers, general workers, laborers, errand boys, etc, abound ln all indus tries, with some apprentices. In most instances helpers have more skill than laborers. General workers often do a variety of work, some of it approach ing the border line of skill, and in some cases may be said to be above the grade of common laborers. In all cases the authority for the rates embodied in this report is stated in the headings to the tables. It should be borne in mind by the reader that this presentation does not take account of the earnings resulting from a contraction or expansion of the volume of employment and contains no account of piece-rates. The classification of occupations and industries used in this report differs from that used in previous reports and is based on the classification adopted by the United States Bureau of the Census for its tabulations of statistics of manufactures and occupations.
