A comprehensive reach or watershed assessment is necessary to select restoration measures that deal with undeflying problems at a broader scale and that are effective and cost-effective. This report discusses watershed and reach reconnaissance techniques that involve these principal elements: cost-effectiveness; comparisons among sites; quick scientific validity; easy presentation to the public; and environmentally benign procedures.
