This report synopsizes sixteen years of architectural investigations for the Lock Haven Local Flood Protection Project in Clinton County, PA. Included in this report are the methodology used to undertake the investigation; historical and architectural overviews of the project area; and verbal and tabular summaries of architectural resource surveys and mitigation measures. The main focus of the report is the derivation and contents of the 1988 Memorandum of Agreement (MOA) signed by the Corps, the Local Sponsor, the SHPO, and the Advisory Council on Historic Preservation. A copy of the MOA and relevant correspondence are included as appendices.
